Project US Forest Service (FS) National Technology and Development Program (NTDP) San Dimas, CA Fence Project.

General Information

1.0 Scope of Work

The contractor shall furnish all labor, transportation, equipment, material, supervision, and expertise necessary to accomplish the project. This project is for the installation of chain link fencing and two (2) motorized, swinging gates at the USFS NTDP campus, at 444 E. Bonita Ave, San Dimas, CA 91773, in Los Angeles County.

The Scope of Work for the Fence Project shall be as follows:

· Install approximately 500 linear feet of 6-ft tall, chain link fencing as shown in Appendix A- Scope of Work Exhibit.

· The chain link fence shall be equipped with 3-string barbed wire and wind screens.

· Install two (2) motorized wrought iron swing gates.

· Each gate panel is to be a minimum of 13-ft wide and 6-ft tall. Both panels are to allow for a minimum of a 24-ft wide clear opening.

· The motorized swinging gates shall be integrated with an automation system for convenient operation. The scope of work includes installing the necessary foundation, motors, control panels, sensors, detection loops, safety devices, keypads, trenching, excavation, backfilling, asphalt removal and replacement, concrete removal and replacement, communication wiring, electrical modifications, and any additional needs to ensure smooth and reliable gate automation. The automation system will be programmed to include features such as remote-control access from the Center’s front desk, keypads that include intercom integration with the existing intercom system and safety sensors to detect obstructions.

· Install four (4) bollards to protect keypads from vehicular damage.

An alternate scope for this project is for the installation of two (2) chain link swing gates in lieu of the motorized gates and keypad devices.

The Scope of Work for the alternate item shall be as follows:

· Install two (2) chain link swing gates.

· Each gate panel is to be a minimum of 13-ft wide and 6-ft tall. Both panels are to allow for a minimum of a 24-ft wide clear opening.

· The chain link gats shall be equipped with 3-string barbed wire and wind screens.

A pre-bid site visit with the prospective contractor to review the existing conditions is required.

2.0 Background

The NTDP San Dimas is in the process of selling 8.95 acres of land. To ensure security of the remaining facilities, a security fence and gate will be installed. This will safeguard invaluable assets, sensitive information, and ongoing projects at NTDP. The security measure also provides delineation between the properties.

Contractor Requirements

3.0 Technical Requirements / Tasks

The Technical Requirements for the fence project shall be as follows:

3.1 Install approximately 500 linear feet of 6-ft tall chain link fencing.

· The chain link fence shall be equipped with 3-string barbed wire and heavy-duty wind screens.

· The barbed wire is to match the barbed wire installed at the existing solar panel array.

· The wind screens are to be heavy-duty, lightweight, durable, UV-resistant, green-colored, and also to serve as a privacy screen.

· The specifications of the chain link fence should adhere to the Standard 600-3 Chain Link Fence and Gates from the latest edition of the Standard Plans for Public Works Construction. This Standard has been included in Appendix C- Standard 600-3.

· The fence material shall be 9-gauge galvanized steel with a 2" mesh.

· The fence is to be equipped with a lightweight, durable, UV-resistant, green-colored, privacy screen.

3.2 Install two (2) motorized wrought iron swing gates.

· Each gate panel is to be a minimum of 13-ft wide and 6-ft tall. Both panels are to allow for a minimum of a 24-ft wide clear opening.

· The panels are to be wrought iron, black and equipped with decorative pickets.

· The style of the new gates is to match, or be similar to, the existing wrought iron gate.

3.3 The motorized swing gates shall be integrated with an automation system for convenient operation. The scope of work includes installing the necessary foundation, motors, control panels, sensors, detection loops, safety devices, keypads, trenching, excavation, backfilling, asphalt removal and replacement, concrete removal and replacement, communication wiring, electrical modifications and wiring to ensure smooth and reliable gate automation. The automation system will be programmed to include features such as remote-control access from the Center’s front desk, keypads that include intercom integration with the existing intercom system and safety sensors to detect obstructions.

· Installation to include three (3) keypads.

· Two (2) keypads are to be installed at the entrance side of the automated gates.

· The keypads are to be protected by two metal bollards that are to be filled with concrete and painted yellow.

· The keypads are to be programmable, all-weather, and capable of opening the gates upon authentication.

· The keypads are to be set at different elevations to accommodate vehicles of varying heights and Classes 1 through 8.

· The keypads are to be equipped with an intercom that interacts with the Center’s front desk.

· One (1) keypad is to be installed on the exit side of the automated gates.

· The keypad is to be protected by two metal bollards that are be filled with concrete and painted yellow.

· The keypad is to be programmable, all-weather, and capable of opening the gates upon authentication.

· The keypad is be set to an elevation to accommodate heights of Class 1 and Class 2 vehicles.

· The keypad is to be equipped with an intercom that interacts with the Center’s front desk.

3.4 The Technical Requirements for the alternate scope item shall be as follows:

· Install two (2) chain link swing gates.

· Each gate panel is to be a minimum of 13-ft wide and 6-ft tall. Both panels are to allow for a minimum of a 24-ft wide clear opening.

· The chain link gate shall be equipped with 3-string barbed wire and heavy-duty wind screens.

· The barbed wire is to match the barbed wire installed at the existing solar panel array.

· The specifications of the chain link gates shall adhere to the Standard 600-3 Chain Link Fence and Gates from the latest edition of the Standard Plans for Public Works Construction.

· The gate material shall be 9-gauge galvanized steel with a 2" mesh.

· The gate is to be equipped with a lightweight, durable, UV-resistant, green-colored, privacy screen.

3.5 The contractor shall visit the job site to thoroughly familiarize themselves with all the details of this work and working conditions. The contractor shall also verify all dimensions in the field and shall advise the Contracting Officer (CO) and COR of any discrepancy before performing any work. The contractor shall be specifically responsible for the coordination and proper relation of their work to the facilities, phasing, and ensure the safety of employees and workers.

3.6 Work shall comply with the latest edition of all local, state, and national codes and standards including any addenda, supplements, amendments, or modifications by national, state, or local authorities having jurisdiction and in effect on the day this contract is awarded. Where more than one criterion applies, the more stringent criteria shall be used.

3.7 All replacement and expendable materials, provided by the contractor, shall be of equal or better grade than those recommended by the equipment manufacturer. All industry standard warranties to include manufacturer’s warranty and workmanship warranty shall be afforded the government.

3.8 All USDA and Occupational Safety and Health Administration safety regulations shall be observed during the performance of work identified on this contract. The contractor shall provide signage and barricades to maintain safety and protection of work around project work site.

3.9 The project site shall be maintained in a neat and orderly manner and cleaned of rubbish and any waste material prior to the end of each day. All excess material, debris, and rubbish become the property of the contractor and shall be consolidated daily for removal as appropriate unless otherwise approved by the COR.

3.10 The contractor will allow the COR or designated representative to inspect the work at any time during the project to ensure that it is being completed to the required standards.

3.11 The contractor shall install all necessary construction signage and barriers to maintain a safe environment for the FS staff and contractor personnel, as well as to minimize impact on the working environment from dust, waste, and other possible contaminates due to construction.

3.12 The COR shall be sole judge of workmen-like manner and workmanship. The COR shall use industry standards as basis for judgment of workmanship.

4.0 Government Furnished

Electricity and water are available at the sites at no cost to the contractor.

Allowable construction hours are Monday through Friday, from 7:30 am to 4:30 pm. Construction is not allowed during any Federal Holiday. Exception to working hours may be granted upon submitting a written request and obtaining approval from Project Management.

The contractor will allow the technical point of contact (POC) to inspect the work at any time during the project to ensure that it is being completed to the required standards.

Pre-construction documents will be reviewed to ensure all necessary licenses and permits are in place, as well as the completion of all pertinent pre-construction related tasks, prior to work being performed. The contractor will be notified as to whether the documents have been approved.

Submittal documents will be reviewed to ensure all work is being performed according to project specifications. The contractor will be notified as to whether the documents have been approved.

The contractor is to coordinate with the technical POC to determine a staging location.

5.0 Deliverables / Submittal Schedule

5.1. General Submittal Procedure Requirements: Every effort shall be made to submit all deliverables electronically. If electronic delivery is not possible, three (3) written copies shall be submitted instead.

5.2 Product Data: Collect information into a single submittal for each element of construction and type of product or equipment.

· If information must be specially prepared for submittal because standard published data are not suitable for use, submit as Shop Drawings, not as Product Data.

· Mark each copy of each submittal to show which products and options are applicable.

· Include the following information, as applicable:

· Manufacturer's catalog cuts.

· Green Globe sustainability requirements.

· Manufacturer's product specifications.

· Standard color charts.

· Statement of compliance with specified referenced standards.

· Testing by recognized testing agency.

· Application of testing agency labels and seals.

· Notation of coordination requirements.

· Availability and delivery time information.

· For equipment, include the following in addition to the above, as applicable:

· Wiring diagrams showing factory-installed wiring.

· Printed performance curves.

· Operational range diagrams.

· Clearances required to other construction, if not indicated on accompanying Shop Drawings.

· Submit Product Data before or concurrent with Samples.

· Submit Product Data in the following format:

· PDF electronic file.

5.3 Shop Drawings: Prepare Project-specific information, drawn accurately to scale. Do not base Shop Drawings on reproductions of the Contract Documents or standard printed data, unless submittal based upon Contracting Officer's digital data drawing files is otherwise permitted.

· Preparation: Fully illustrate requirements in the Contract Documents. Include the following information, as applicable:

· Identification of products.

· Schedules.

· Compliance with specified standards.

· Notation of coordination requirements.

· Notation of dimensions established by field measurement.

· Relationship and attachment to adjoining construction clearly indicated.

· Seal and signature of professional engineer if specified.

· Submit Shop Drawings in the following format:

· PDF electronic file.

· Two opaque (bond) copies of each submittal. Contracting Officer will return one copy.

5.4 Contractor's Construction Schedule: Prepare a construction schedule to illustrate the project timeline determining the order and duration of construction activities.

· Submit product schedule in the following format:

· PDF electronic file.

5.4 Subcontract List: Submit list in accordance with requirements stated elsewhere and below.

· Submit subcontract list in the following format:

· PDF electronic file.

5.6 Product Certificates: Submit written statements on manufacturer's letterhead certifying that product complies with requirements in the Contract Documents, as applicable.

5.7 Material Certificates: Submit written statements on manufacturer's letterhead certifying that material complies with requirements in the Contract Documents, as applicable.

5.8 Tasks and Associated Deliverables: Timely submission of deliverables is essential to successful completing this requirement. All deliverables shall be prepared and submitted according to format, content, and schedule described in the SOW. All “hard copy” deliverables will be submitted on recycled content paper and printed double-sided. Schedules for key deliverables are specified in Table 1, shown below.

Any known services/systems interruption, not included in the construction schedule, regardless of the time of day or day of the week, due to the work of this contract shall be delivered in writing to the COR a minimum five (5) workdays in advance of interruptions. The notice allows the owner and building occupants to schedule work accordingly and avoid any inconvenience prior to minor interruptions.

6.0 Travel

The contractor shall be responsible for all travel expenses.

7.0 Contractor’s Key Personnel

There are several contractor key personnel, described below, that are crucial to the successful performance of the contract. The contractor is to ensure each of the described positions will be successfully performed. One person may take on multiple key personnel roles.

· Project Manager (PM): The PM is responsible for overseeing the entire project, including planning, execution, monitoring, and control. The PM must have at least fifteen years (15) of project management experience relative to this scope of work. The PM should have extensive experience in managing similar fence projects and possess excellent organizational and leadership skills.

· Fencing Estimator: The Fencing Estimator is responsible for accurately estimating the materials, labor, and costs required for the project. They should have in-depth knowledge of fencing, motorized gates and be skilled in estimating techniques.

· Site Superintendent: The Site Superintendent is responsible for overseeing the day-to-day operations at the project site, including managing labor, materials, and subcontractors. The Site Superintendent must have at least fifteen years (15) of hands-on field experience removing and constructing fencing and gate systems. They should have a strong understanding of fencing processes and safety regulations.

· Fencing Foreman: The Fencing Foreman is responsible for supervising the fencing crew and ensuring that the work is done according to the project plans and specifications. They should have extensive experience in fence and gate installation techniques and be skilled in managing a team of laborers.

· Quality Control Inspector: The Quality Control Inspector is responsible for ensuring that the fencing work meets the required quality standards and specifications.

Overall, the contractor positions key to the successful performance of the San Dimas fence project should have relevant experience, education, and past performance on similar projects.

8.0 Period of Performance

The fence project shall be completed no later than November 30, 2023. After project award and approval, the pre-work meeting, and receipt of the Proposed Project Plan submittal, the contractor shall be required to commence work within ten (10) days after the contractor receives the notice to proceed (NTP) and complete the entire work ready for use not later than 30 calendar days. The anticipated contract time for all other work is 30 calendar days from the NTP effective date.

9.0 Security Requirements

As the San Dimas Fence will take place on a secured government facility, the Contractor and its personnel will need to comply with specific security requirements. These include:

· Security Clearance: The Contractor and its on-site staff may be required to obtain security clearance from the government facility in order to access the site. This will involve submitting personal information and obtaining necessary badges.

· Daily Sign-In: All on-site staff of the Contractor will be required to sign in daily at a designated location on the government site. This sign-in process will include providing identification, stating the purpose of the visit, and recording the time of arrival and departure.

· Access Control: Access to the government facility will be restricted and controlled through a security gate. The Contractor's personnel shall utilize an intercom or other designated communication system to request access and provide appropriate identification or credentials. Only authorized personnel will be allowed entry, and they will need to follow specific protocols or procedures for gaining access.

· Compliance with Facility Security Policies: The Contractor and its personnel shall comply with the security policies and procedures of the government facility. This will include restrictions on bringing in certain items, following specific safety protocols, and adhering to any other security measures in place at the facility.

· Security Training: The Contractor's personnel will need to undergo security training and orientation specific to the government facility's security requirements. This will include training on security protocols, emergency procedures, and handling sensitive information.

It is important that the contractor and its personnel to fully understand and comply with the security requirements of the government facility to ensure smooth access to the site and successful completion of the project while maintaining the security and confidentiality of the facility. Failure to comply with these security requirements may result in denial of access or other consequences, including legal or contractual penalties.
