Project.

San Bernardino National Forest Front Country Ranger District Heating, Ventilation, and Air Conditioning (HVAC) Replacements.

General Information.

1.0 Scope of Work.

The project will include the replacement of three (3) units at two sites. The first two (2) units serve the Lytle Creek Fire Station Office Building. The third unit is a roof mounted unit that serves the Mill Creek Hot Shots Office. The replacement will include the full removal old units, proper disposal, and installation of the new units. The replacement will also include any auxiliary work associated with the units, such as but not limited to, new mounting frames and resealing the building penetrations.

The contractor shall provide all labor, materials, and equipment to complete the contract. The contractor is responsible for securing all permits, fees, and requirements from state and local county offices. The contractor shall field verify all material measurements and quantities before ordering supplies. The Government will not reimburse the contractor for excess material ordered. The contractor shall provide temporary traffic safety control in areas that have high traffic usage during the life expectancy of the project.

1.1 Period of Performance

The period of performance for the boiler replacements shall be date of award through October 31, 2023.

2.0 Location.

All three (3) units have reached the end of their life span and are either failing or fully failed. The sites and systems are as follows:

a. Lytle Creek Fire Station Office, 1209 Lytle Creek Road, Lytle Creek, CA 92358, San Bernardino County.

1. System 1. 3-ton system including, but not limited to, ground mounted condenser, interior furnace panel, and Wi-Fi thermostat.

2. System 2. 3-ton 14 Seasonal Energy Efficiency Ratio (SEER) system including, but not limited to, ground mounted condenser, interior furnace panel, and Wi-Fi thermostat.

b. Mill Creek Hotshots Office, 34701 Mill Creek Road, Mentone, CA 92359, San Bernardino County.

System 1. 3-ton 14 SEER system including, but not limited to, roof mounted condenser, interior furnace panel, and Wi-Fi thermostat.

Contractor Requirements.

3.0 Technical Requirements / Tasks.

Contractors are required to perform a site visit at each listed location prior to submitting bid. It is the responsibility of the contractor to field verify all information prior to submitting a bid. This project consists of removing existing HVAC units and replacing existing units with new units. Disposing or recycling existing units and any debris from the project. The existing HVAC units include but are not limited to split units and roof top package units. The existing systems will be evaluated when HVAC units are removed to reveal any damage or need to upgrade existing system. All installation includes removal, disposal, recycling, inspection of existing system, repair work of damage to building due to removal, and or installation of HVAC units, and when approved repair existing system. Ensure building is water and rodent proof after work is completed. Any repairs made to the building or surrounding area will need to match the existing surfaces (for example removing a section of stucco from an exterior wall when the project is completed the new stucco repair shall match the existing stucco’s color and texture where applicable).

The new HVAC units will use current California compliant refrigerant such as R-410A. The new units shall be the specified units listed below or an approved equal. Replace condensing units and furnace units/ air handlers at identified locations on the list. In addition, replace thermostats, line sets (as needed), electrical disconnects (as needed). Perform additional work for each system that is on the list. Before new units are installed inspect the overall existing HVAC system. For example, inspect supply ducts, return ducts, all registers, strapping and hardware, plenums, and all other items needed for each HVAC unit to operate. Provide inspection findings of each existing system before replacing new units. Provide repair solutions where applicable.

Project site cleanup includes the daily removal and proper disposal of all trash, debris, and residue off of Forest Service Lands. All spills of petroleum products including leak spots from parked vehicles shall be removed and properly disposed of according to all Federal, State, and local regulations and laws governing such disposal. The contractor is required to dispose of all construction debris and removed equipment off of Forest Service Lands in accordance with Federal, State, and local requirements.

a. Work Hours. Work hours are from 8:00am to 5:00pm, Monday through Friday. Weekend or holiday work is not allowed at any time during construction without written approval from the Contracting Officer (CO).

b. Safety, Emergency Communications, and Evacuation. Contractor shall be responsible for the safety of the contractor’s employees, Subcontractor’s employees, Government employees associated with the project, and any visitors to the site both Government and private. The contractor shall submit a project safety plan to the CO for review prior to commencement of work. The project safety plan shall comply with the appropriate Federal Occupational Safety Health Administration (OSHA) and California OSHA rules and regulations and must include a medical evacuation and emergency communications plan.

c. Highway Permits. Contractor shall be responsible for securing any overload or over width limit permits required for the transport of materials or equipment to the project site. The contractor shall be responsible for conducting a thorough reconnaissance of all routes leading to the site.

d. Security. The contractor shall be responsible for his own equipment and materials supplied to the site. All equipment not equipped with a key lock system shall be secured in such a manner as to make it inoperable to the average person at the end of each working day. All hand tools and other equipment shall be secured at the end of each working day. On Fridays, all construction debris, trash, and refuse shall be properly stored in dumpsters or trash bins or removed from the site. The contractor shall not hold the Government liable for any theft or vandalism inflicted on his equipment and materials.

e. Fire Prevention. The contractor shall comply with the Fire Plan included in the contract.

f. Protection of Resources. Contractor shall thoroughly clean all equipment prior to delivery to the project site to remove weeds, mud, grease, and oil buildup from the tires, wheels, tracks, engines, and engine compartments, and other surfaces. Spills of petroleum products and other hazardous substances shall be reported, contained, and removed in accordance with all applicable Federal, State, and local laws and regulations.

g. Business Operations. Contractor’s work shall not interfere with business operations at the designated locations.

4.0 Government Furnished.

There are no government furnished materials for this project, although on site water and power can be utilized if necessary.

5.0 Deliverables / Schedule.

5.1 Every effort shall be made to submit all deliverables electronically. If electronic delivery is not possible, three (3) written copies shall be submitted instead.

5.2 All written deliverables shall be phrased in layperson language. Statistical and other technical terminology shall not be used without providing a glossary of terms.

5.3 Any known services/systems interruption not included in the Construction Schedule, regardless of the time of day or day of the week, due to the work of this contract shall be delivered in writing to the CO a minimum five (5) workdays in advance of interruption(s). The notice allows the owner and building occupants to schedule work accordingly and avoid any inconvenience prior to minor interruptions.

5.4 It is the contractor’s responsibility to submit all items according to the due date in the table below. Approval by the CO must be obtained before starting work. Submittals are required for the following:

6.0 Travel.

The work will all be performed at Lytle Creek Station located at 1209 Lytle Creek Road, Lytle Creek, CA 92358, and Mill Creek Hotshots Office located at 34701 Mill Creek Road, Mentone, CA 92359. Any travel to or from the worksites will not be reimbursed or considered.

7.0 Contractor’s Key Personnel.

Contractor must possess a current and valid C-20 - Warm-Air Heating, Ventilating and Air-Conditioning Contractor license issued by the State of California to perform the applicable contract work.

8.0 Security Requirements.

No clearances will be required for this project. Access to sites for work will be provided with supervision.

9.0 Data Rights.

No data will be produced in the course of this project. However, all associated paperwork, manuals, and specifications for installed units will be provided to the government at the end of the project.

10.0 Section 508 – Electronic and Information Technology Standards.
