About this file

This is a Statement of Work (SOW) for South Dakota rigging services in support of the Long-Baseline Neutrino Facility (LBNF)/Deep Underground Neutrino Experiment (DUNE) project at the Sanford Underground Research Facility (SURF) in Lead, SD. The rigging services are needed for the safe movement of materials to support the installation of cryostats, infrastructure, and detectors in underground caverns, involving materials ranging from standard pallets to steel beams up to 17,000 lbs and 45' in length.

The contractor must provide qualified riggers, equipment, tools, and materials for two 10-hour shifts per day, six days per week. Key requirements include providing a Lead Rigger per shift, maintaining specific rigging equipment (including various chain slings, nylon slings, shackles, and hoists), and following strict safety protocols under DOE-STD-1090-2020 and OSHA standards. FermiForward will provide overhead bridge cranes (15-ton capacity) and monorail hoists (20-ton capacity). Personnel must have OSHA/NCCCO rigging certification and complete required site-specific training. The contract is structured as Time and Material, with a planned period of performance from October 1, 2025, through September 30, 2026, with two one-year options.

A. INTRODUCTION

Under contract to the U.S. Department of Energy (DOE), the Fermi Forward Discovery Group, LLC (FermiForward), is leading the Long-Baseline Neutrino Facility (LBNF) Project to enable a world-class program in neutrino physics. Specifically, the LBNF Project (https://lbnf-dune.fnal.gov) provides the infrastructure for the Deep Underground Neutrino Experiment (DUNE), which will consist of two large liquid argon-based neutrino detectors located nearly a mile underground at the Sanford Underground Research Facility (SURF) in Lead, SD.

The Far Detector & Cryogenics (FDC) subproject of LBNF/DUNE-US installs the cryostats, detectors, cryogenics and supporting infrastructure at the SURF laboratory.

B. STATEMENT OF WORK

This Statement of Work outlines the South Dakota rigging services requirements. The Subcontractor will be required to provide all rigging personnel, equipment, tools, and materials for the rigging services.

For the purposes of this document, a “Rigger” is defined as an individual who can perform typical rigging duties of connecting, disconnecting and the movement of materials.

C. SCOPE

Subcontracted rigging services are required for the safe and efficient movement of materials in support of the installation of the LBNF/DUNE-US cryostats, infrastructure, and detectors. The estimated level of the needed rigging services will fluctuate over the entirety of this subcontract. The anticipated need will be equivalent to the number of shifts required for that particular project phase. All rigging activities will take place within the caverns underground at SURF in the DOE leased space. (North Cavern and South Cavern). See Figure 1.

Figure 1: DOE Underground Leased Space at SURF

D. SERVICE REQUIREMENTS

Typical rigging activities will require the movement of materials ranging from standard size pallets, as well as steel beams of various size and weight up to 17,000 lbs. and approximately 45’ in length. While infrequent, specialized moves may require the handling of materials at the maximum capacity of the overhead cranes and shall be coordinated between FermiForward and the Subcontractor. The Subcontractor shall furnish all properly qualified offsite administrative management, personnel, equipment, supplies, tools, transportation and shall plan and coordinate with LBNF/DUNE-US project management to assure effective performance of all rigging services described below.
