DIVISION 1 – GENERAL REQUIREMENTS

1.01 PROJECT LOCATION

A. Location of work is the Tusquitee Ranger District in Cherokee County North Carolina. The address is 123 Woodland Drive, Murphy NC 28906.

1.02 SUMMARY OF WORK

A. This project consists of replacing the fascia & gutter system of the Tusquitee ranger district office building, painting the building exterior (excluding the brick), and performing very minor repair and/or replacement of some siding/window trim.

B. This project also consists of options to replace the fascia on the rear and gable ends of the pole shed, perform very minor repair and/or replacement of some siding/window trim, and painting the exterior of the pole shed.

C. The Contractor shall furnish all labor, materials, equipment, tools, supplies, supervision, and any other incidentals necessary to perform all work required as listed in the Bid Schedule and Specifications.

D. Optional bid items may be awarded, partially awarded, or not awarded depending on available funding and government discretion.

1.03 STORAGE OF MATERIALS

A. The Contractor may store materials and equipment at the work site at his own risk. All materials must be kept in an area designated by the COR and be neat and orderly.

1.04 EXISTING FACILITIES

A. There are sanitary facilities available at the project site.

B. The Contractor will be allowed to use electricity free of charge for the duration of this project only.

C. The Contractor must furnish his own potable water for drinking purposes.

1.05 SAFETY

A. The contractor shall adhere to all applicable OSHA regulations.

1.06 CONSTRUCTION SCHEDULING & CONSTRAINTS

A. A proposed schedule of work shall be submitted to the COR for approval 10 days prior to starting work.

1.07 SUBMITTALS

A. The Contractor shall furnish the submittals listed below to the COR for approval prior to ordering/purchasing. Submittals shall be identified on a transmittal cover sheet that shall be signed by the contractor or representative, and the COR. The contractor must clearly identify the product/model being submitted for approval. All submittals shall be evaluated and either approved or rejected by the COR. One digital copy of the following submittals is required.

Additional submittals may be required if deemed necessary by the COR.

B. The Contractor may request to substitute an item/product specified in the contract, with an item/product considered to be an equal. In this case the contractor shall submit all product data and information in an official submittal to the COR for review, prior to ordering/purchase. The COR will review the submittal as quickly as possible, determine if the item/product meets specifications, and make a determination on whether or not the substitution will be allowed.

C. The contractor shall submit one digital copy of the manufacturer's description for each substitution proposed in lieu of what is specified. This description shall include:

1. Product name and model number

2. Manufacturer

3. Product description

4. Technical data

D. The Contractor shall provide all guarantees, certificates of performance, instructions, and warranties provided by the manufacturer or required by the specifications to the COR.

1.08 QUALITY CONTROL

A. This work shall consist of providing quality control to ensure conformance with contract and manufacturer specifications. The Contractor shall provide all personnel, equipment, tests, and reports to meet the requirements of this specification.

B. The Contractor shall provide and maintain a quality control system that will ensure that all services, supplies, and construction required under this contract conform to the contract requirements. The Contractor shall perform, or cause to be performed, any sampling, inspection, and testing required to substantiate that all supplies, services, and construction conform to the contract requirements.

C. The Contractor shall furnish certificates or labels executed by the manufacturer, supplier, or vendor, stipulating that all products incorporated into the work meet the applicable requirements as shown on the drawings or specifications.

D. Quality Control shall be considered incidental to the bid items and no additional payment will be made.

1.09 CLEANUP

A. The Contractor shall leave the site clean and ensure no trash or debris is left behind. There is a dumpster on site that may be utilized for disposal of non-hazardous materials.

B. Contractor shall use a magnetic roller to retrieve any nails that may have fallen on the ground.

1.10 INSPECTION & ACCEPTANCE

A. The COR or inspector may inspect any and all work at anytime during this project.

B. Any work that does not meet contract specifications shall be corrected by the contractor with no additional pay.

C. The Contracting Officer’s Representative (COR) shall inspect the sub-fascia, rafters, and framing after the gutters, fascia, and soffit have been removed AND BEFORE any repairs are made.

D. The COR shall inspect the work when and if any repairs are made to the sub-fascia, rafters, or framing, PRIOR TO installation of any new soffit or fascia.

E. The COR shall inspect all repairs and paint prep work and must approve it before any primer or paint is applied.

F. The Contractor shall provide the COR color samples for the paint and gutters for approval prior to purchasing/ordering/making.

G. The COR shall inspect each coat of paint/primer before the subsequent coat is applied.

H. The COR shall perform a final inspection when all the work is complete.

1.11 SELECTIVE DEMOLITION

A. This work shall consist of the removal and satisfactory disposal of the existing gutters and fascia, and of any rotten or damaged materials & components needing replaced.

B. Demolition debris may be disposed of in the dumpster on site at the Tusquitee Ranger District.

C. The Contractor shall execute the demolition work in a way not to damage adjacent structural members, property, or other facilities.

DIVISION 2 – FASCIA

2.01 GENERAL

A. Existing Fascia shall be replaced in accordance with the bid schedule. The fascia on the front of the pole shed will not be replaced, but shall be secured where loose. All Fascia shall be painted in accordance with the Division 6 Painting Section.

2.02 PRODUCTS

A. New fascia material shall be 1X Southern Yellow Pine with a minimum grade of #2 and shall conform to Federal Specification MM-L-751H and to the latest grading rules of the Southern

Pine Association. All lumber shall be graded and stamped by a certified, accredited inspector and have the appropriate grademark of the Association.

B. Kiln dried lumber shall not exceed 15% moisture content as determined by ASTM Test Method D-2016; all other lumber shall not exceed 20%.

C. Fasteners shall be galvanized 8d nails.

D. Fascia may be purchased with primer already applied.

2.03 EXECUTION

A. Rotten or damaged sub-fascia must be replaced with like material fastened with 16d nails before installation of new fascia. Repair estimates are 20-25 feet of sub-fascia and some minor bird box/return framing repairs.

B. Ensure cuts are square and/or angles are correct, closely fitted, and accurately set level and/or plumb to required lines and levels. Secure in place with fasteners ensuring wood does not split or bust.

C. New fascia shall be wide enough to hang past the soffit ¾” and shall be uniform throughout.

D. Fascia shall be attached with the use of a pneumatic nail gun or hand driven with galvanized 8d spiral nails. Edges must be pre-drilled and nails driven in with a hammer to prevent splitting.

Pre-drilling will be required to secure the fascia designated to remain on front of the pole barn if option is exercised.

E. Pneumatic nail gun shall have a protective cover on the tip to keep from damaging the fascia.

F. If nails are flush with surface, apply a light layer of caulk/sealant to nail head to help with paint adhesion. If nails are recessed, use paintable nail hole filler.

G. Vertical fascia joints shall be cut square and butted together tightly. Horizontal joints shall be cut 45 degrees with the top board overlapping the bottom.

H. The contractor shall not damage the existing drip edge during fascia replacement or sub-fascia repairs.

I. Birdboxes/Returns shall be replaced with one solid piece of 1x material where possible.

J. Top of new fascia shall butt up to the bottom side of the drip edge that sits on the roof deck.

K. 1x6 and 1x8 fascia material require two nails aligned vertically every 18-20 inches. 1x10 fascia requires three nails aligned vertically every 18-20 inches

DIVISION 3 – GUTTERS

3.01 GENERAL

A. Remove existing gutter system and downspouts on the Tusquitee Office Building and install new gutter system and downspouts.

3.02 PRODUCTS

A. Gutter system and components shall be dark brown and shall match the color of existing gutters on site as closely as possible.

B. Gutters shall be seamless, .27 ga. minimum, 6” wide by 4.5-5” tall, with a K-Style profile.

C. Downspouts and elbows shall be 3”x 4” and .27 ga. aluminum.

3.03 EXECUTION

A. The contractor shall submit color options to COR for selection and approval prior to ordering/making.

B. Gutters shall be installed with a secure hidden fastener screw system.

C. Splash guards shall be installed at each valley.

D. Downspout straps shall be installed every 3-4’ as needed.

E. The gutter shall be installed so that it slopes in the direction of the downspouts 1/8”-1/4” per 10 feet of guttering.

DIVISION 4 – SOFFIT

4.01 GENERAL

A. The Soffit shall remain in place except where it is found to be rotten, damaged, or compromised, and shall be painted in accordance with the Division 6 Painting Section.

B. Any soffit found in the conditions described above shall be replaced with like material of matching dimensions. Total replacement needed is estimated to be around 1 full sheet of plywood in 2-3 sections.

4.02 PRODUCTS

A. Soffit material shall be exterior type "C" - CEXT-APA plywood sheeting matching existing dimensions, as defined by the American Plywood Association. All plywood shall conform to PS-

1-74 and to the latest standards of the American Plywood Association. All plywood shall be certified and stamped by the appropriate grademark of the Association.

B. Fasteners shall be galvanized 8d nails.

4.03 EXECUTION

A. Any sagging or loose soffit shall be secured by re-nailing with galvanized 8d nails driven by a pneumatic nail gun or spiral nails driven with a hammer.

B. Pneumatic nail gun shall have a protective cover on the tip to keep from damaging the soffit.

C. If nails are flush with surface, apply a light layer of caulk/sealant to nail head to help with paint

D. Hammering may be required to seat soffit against framing.

E. Any existing nails backing out shall be removed, and soffit shall be re-nailed in close proximity.

New nails shall not be placed in existing nail holes. The holes shall be filled with exterior rated paintable nail hole filler.

F. Ensure soffit vents are secure.

DIVISION 5 – SIDING & TRIM

5.01 GENERAL

A. Siding and trim shall remain in place except where rotten, damaged, or compromised. Repair estimates are specified in the bid schedule.

B. Siding and trim shall be painted in accordance with the Division 6 Painting Section.

5.02 PRODUCTS

A. Siding and trim replaced shall match the existing and be the same dimensions.

B. Fasteners shall be galvanized 8d or 10d allowing for at least 3/4” of penetration into the stud framing.

5.03 EXECUTION

A. Secure any loose siding or trim with the appropriate fastener to allow for at least 3/4” of penetration into the stud framing

B. Remove loose nails and re-nail in close proximity. New nails shall not be placed in existing nail holes. The holes shall be filled with an exterior rated paintable nail hole filler.

C. If nails are flush with surface, apply a light layer of caulk/sealant to nail head to help with paint

DIVISION 6 – PAINTING

6.01 GENERAL

A. This work consists of painting the Fascia, Soffit, Siding and Trim of the TSQ Office Building and potentially the Pole Shed if options are exercised.

B. Painting includes cleaning, prep, securing loose materials, caulking, filling holes, applying paint, and cleanup.

C. Quality Assurance

1. All paints and primers shall be furnished in original, unopened containers bearing the manufacturer’s label to include manufacturer’s name, type of paint of primer, manufacturer’s stock number, color, and instructions for application.

D. Environmental Requirements

1. Comply with the manufacturer’s recommendations as to environmental conditions under which coatings and coating systems can be applied.

6.02 PRODUCTS

A. Wood Primer shall be PPG Acri-Shield Max Exterior Acrylic Bonding Primer, Sherwin Williams PrimeRX Peel Bonding Primer, or approved alternative.

B. Cinder block primer shall be KILZ ADHESION Interior/Exterior Primer.

C. Paint shall be Benjamin-Moore Aura exterior paint, Sherwin-Williams Emerald exterior paint, or an approved equal top quality paint that is long lasting, fade resistant, cleaner over time, with high adhesion properties.

D. Paint sheen shall be Satin.

E. Caulk shall be Allpro Prostretch acrylic urethane elastometric sealant or approved equal.

F. Nail filler shall be DAP Platinum Patch Advanced Exterior Filler or approved equal.

G. Rusty nails shall be treated with OSPHO surface prep per manufacturer instructions, or approved alternative.

H. Paint colors shall match the original colors as close as possible. The COR will provide more specific information on paint colors after award.

6.03 EXECUTION

A. Remove all loose paint.

B. Make any necessary repairs.

C. Clean surfaces to be painted.

D. Remove any failed caulk and caulk cracks and joints.

E. Fill nail holes with DAP Platinum Patch Advanced Exterior Filler or approved equal.

F. Treat rusty nail heads with OSPHO surface prep per manufacturer’s instructions.

G. Painting requires one coat of primer, and two coats of paint. Back brushing and rolling are required if spraying.

H. No paint shall be applied when the temperature is below 40 degrees or when those temperatures are likely to be reached within 48 hours.

I. All paint and primer shall be applied in accordance with the manufacturer’s instructions.

J. Painting and Priming shall be smooth, free of brush marks, streaks, laps, drips, runs, and skipped or missed areas.

K. Keep brushes and rollers clean, dry, free from contaminants, and suitable for the finish required.

L. Make edges of paint adjoining other materials or colors straight and sharp with no overlapping.

M. Remove spilled, splashed, or splattered paint from all surfaces.

N. If spraying, overspray must be controlled and not permitted to reach areas or materials not intended to be painted as part of this project.

O. Upon completion of work, all surplus material and debris from the paint work shall be removed from the job site. Left over paint may not be disposed of in the TSQ office dumpster.
