About this file

This document is a Purchase Order Request for Proposals (PORFP) issued by the Maryland State Highway Administration for a Commercial Off-the-Shelf (COTS) Software Master Contract. The PORFP seeks to replace 10 Diamond Traffic Phoenix II Classifiers that are used to collect and download data from the state's network of 93 permanently installed Automated Traffic Recorders. The PORFP is limited to Master Contractors awarded the COTS 2012 and 060B2490021 contracts, and proposals must be submitted through the state's eMMA e-Procurement system by April 17, 2024. Contractors must be authorized resellers of Diamond Traffic Products and provide a manufacturer's quote with their bid.

The evaluation criteria for award will be based primarily on pricing, and the agency will recommend award to the Master Contractor whose proposal is deemed most advantageous to the state. Software must be delivered to the specified on-site contact, and the state reserves the right to purchase more or less than the specified quantity depending on funding availability. No security requirements or installation/training services are indicated in the PORFP.
