About this file

This is a Statement of Work (SOW) for the Rosebud New Hospital Lift Station Construction project, a 120 calendar day firm-fixed-price project with a construction magnitude between $500,000 and $1,000,000. The project is located at Rosebud Hospital in Rosebud, South Dakota, and is being executed by the Indian Health Service (IHS), a division of the Department of Health and Human Services.

The scope of work includes complete removal and replacement of the existing lift station that services the hospital, hospital quarters units, and several tribal program buildings. The contractor must demolish the existing wet well, dry well, pumps, and piping, then construct a new lift station with an enlarged wet well and dry well, install chopper pumps (to handle debris), and connect the force main to upstream infrastructure. The project also requires installation of a new control system to monitor flow and equipment status. The existing lift station, in place since the early 1990s, requires pump replacement every one to two years due to unanticipated facility expansion and growth, and recent inspections have identified deterioration and signs of infiltration and inflow problems. The contractor must comply with all Plans (Appendix C) and Technical Specifications (Appendix D), maintain an onsite superintendent during work performance, and adhere to Tribal Employment Rights Office (TERO) requirements, which include a 4 percent fee on total contract price, weekly certified payroll submission, and $250 annual work permits for non-local Indian employees. Progress payments will be made following government acceptance of schedule items and approved invoices, with the Contracting Officer's Representative to be designated at time of award.

STATEMENT OF WORK

Rosebud New Hospital Lift Station Rosebud Service Unit Rosebud, SD

1. Project Description A. Title:

B. Location: This project is at the Rosebud Hospital, in Rosebud, SD.

C. Period of Performance: 120 calendar days from Notice to Proceed.

D. Description: This project will include the full removal and replacement of the lift station for the Rosebud complex. The existing lift station provides wastewater service to the hospital quarters units, and several tribal program buildings. Once installation is complete the new lift station will take the full sanitary load for the area currently being serviced by the existing lift station and be sized to handle expansion in the future. Then the existing lift station consisting of the wet well, dry well, pumps and piping will be demolished. The new lift station will consist of a wet well, a dry well, installation of chopper pumps, and force main connection. This project will also include a new control system to allow the facility to monitor flow into the lift station and the status of the equipment.

E. Background: The Rosebud Comprehensive Health Care Facility needs to replace the existing sewer lift station due to deterioration and sizing limitations. The existing lift station provides wastewater service to the hospital, hospital quarters units, and several tribal program buildings. Currently the lift station pumps are replaced every other year due to excess wear and overuse. Additionally, the manholes upstream of the lift station have been observed to fill between 25-85% full, which indicates that the current system isn’t keeping up and that there is possible infiltration and inflow (I&I) occurring. A recent field visit showed that the existing dry well had standing water in it and the existing fittings and valves that connect to the force main showed signs of deterioration. The lift station project will incorporate the demolition of the existing wet well, dry well, piping, and pumps, along with the construction of a new lift station, installation of chopper pumps and connection to upstream manholes and gravity sewer.
