About this file
This document package includes plans and maps related to a federal contract opportunity for the expansion of the Wilson Park Gravel Pit on the White River National Forest in Colorado. The solicitation is for excavation and development of an aggregate materials source to provide approximately 27,700 tons of base course aggregate. Work includes clearing, grubbing and windrowing topsoil; excavating aggregate to final grades not exceeding 1V:1.5H slopes; constructing check dams and sediment control features; and interim reclamation including slope grading, topsoil replacement, slash scattering and seeding. The project is located approximately 12 miles east of Meeker, Colorado and Forest Service maps provide location details, access instructions and pit design plans including sections, profiles and notes. General contract requirements specify aggregate testing, blasting procedures if needed, equipment usage, and estimated quantities. Upon completion the contractor must complete interim reclamation activities prior to final reclamation by the Forest Service.

GENERAL NOTES:
1. Past entry and excavation of this material source was done with conventional equipment (excavators and tracked dozers) and no blasting was performed for previous material development. The majority of material in this pit is made up of Dakota Sandstone.
2. Aggregate base Grading C shall be sampled and tested in accordance with FP-14 section 703.05.
Grading designation under FP-14 table 703-2, Grading C.
3. Blasting is not anticipated for this contract, however, in the event blasting is needed, a contract modification would be completed and the following requirements shall be met:
3.1. FP-14 section 205 and FSSS 205 apply to this work.
3.2. Exact blasting site location and dimensions shall be determined by the CO and the Contractor on site.
3.3. Blasted slopes shall not be left in an unstable condition.
3.4. Remove any overburden soil and loose rock along the tope of the blast area for 30 feet beyond the hole drilling limits.
4. The conversion factor from in place Cubic Yards to Tons for estimating contract quantities (Tons) is
1.53.
5. The estimated Quantities at full pit development are as follows:
Volume
Cut volume (in-place) 21555 Cu. Yd.
Fill volume (in-place) -450 Cu. Yd.
Estimated overburden -3000 Cu Yd.
Net volume 18105 Cu. Yd.<Cut> Total suitable road base for crusher run and stockpiling 18105 Cu. Yd. x 1.53;
27,700 Tons; FP-14 Section 703-2 Grading C (Base). * FULL DEVELOPMENT OF THE
MATERIALS SOURCE IS DEPENDENT ON AVAILABLE FUNDING.
5. Clearing and grubbing work is included in item 31402 and estimated to be approximately 2 acres at full pit development. Clear and Grub according to FP-14 section 201. Dispose of stumps and trees smaller than 8" diameter according to FP-14 and FSSS section 203. Pile dimensions shall not exceed 15' feet tall x 45' feet long by 20' feet wide. Dispose according to this paragraph and FSSS section
203.05 (k) "Piling" (these materials will be scattered during reclamation, see sheet 5).
6. Trees over 8” inch diameter breast height (DBH) and greater shall be cut and moved to areas outside of the clearing limits designated by the Forest Service. Dispose according to this paragraph and FSSS section 203.05 (j) "Removal to designated locations".
7. Windrowing topsoil is included in item 31402, windrow near the excavation limits, in accordance with FSSS 204.05 "Conserved Topsoil".
8. Excavate channel and install 3 (three) check dams with a minimum width of 10 feet in locations designated by the CO near the daylight grade/ runoff point of the gravel pit, see details 2 and 3 below, this work shall be in accordance with FP-14 and FSSS Section 157.
9. The Forest Service will mark clearing limits. Slope staking will be completed by the Forest Service after clearing, contractor is responsible for protection of staking.

GENERAL NOTES:
1. All disturbed ground and slopes shall be roughened, cut slopes shall be rounded and shaped to a 1V:1.5H slope. Drainage shall be maintained across all reclaimed areas.
2. Windrowed topsoil near the excavation limits shall be spread on all roughened slopes in accordance with FP-14 section 624, this work is indirectly included in item 31402.
3. Scatter slash on the disturbed ground, not exceeding 15-20 tons/ acre, see photo examples below "SCATTERED WOODY DEBRIS (15-20 TONS/ ACRE)". Embed larger logs and stumps 1/3 diameter, scatter remaining slash outside of the clearing limits and do not concentrate.
4. Fertilize according to FSSS section 625.06(a) at a rate of 2000 pounds per acre.
5. Seed according to FSSS section 625.07(a) at a rate of 25 pounds per acre.
6. Install 2 (two) 12" inch diameter straw waddles with a minimum length of 20 feet in locations designated by the CO down-grade of the check dams this work shall be in accordance with FP-14 and FSSS Section 157.
