The PM shall be responsible for oversight of all work under this contract. The PM shall assure that the requirements of the contract are met and shall be responsible for all aspects of contract performance (scheduling, identifying deliverables, request to modify schedule, etc). The PM shall be responsible for determining staffing needs, providing, and supervising personnel, and determining man-hour and hard cost requirements of all task orders and technical directives under this contract. The PM shall serve as the primary point of contact for the COR and shall be responsible for responding to any task orders and technical directives and for the submission of progress reports. The PM shall be responsive to the government’s need for excellent communication and quality customer service. The PM shall also be responsible for the preparation of all reports, papers, and presentations produced under this contract and, when required, provided in a proper 508 compliant form with necessary copyright permissions obtained. The individual proposed as the PM must have demonstrated successful experience managing structural and field-testing facilities and directing a diverse team of researchers and technicians. Ultimately, the PM appointed by the contractor shall be responsible for all contractor personnel issues including ensuring appropriate staffing levels and effort, performance appraisals, time and attendance, disciplinary actions, and quality of work.

Civil (Research) Engineer (CE)

The CE shall be able to develop, implement, and manage work plans. The CE shall document each project with an FHWA draft publication and scholarly paper submissions as research progresses. The CE shall have a Bachelor’s degree in Civil Engineering or related field and have documented one year of hands-on experience conducting studies related to hazard mitigations, and possesses a valid Professional Engineer certification. Master’s and Ph.D. degrees are preferred for these positions; however, in some instances outstanding work experience may substitute for the Master’s and Ph.D. Demonstrated understanding and familiarity with

AASHTO specifications is required. The CE’s must also possess sound written and verbal communication skills in the English language. The CE’s will be expected to participate and speak at equipment demonstrations, seminars, workshops, expert task groups, technical working groups and other technical meetings.

Research Assistant (RA)

The RA shall be assigned to assist the PM or CE in performing work assignments. The RA shall have a Bachelor of Science degree in Civil Engineering or related field. Master’s and Ph.D.

degrees are preferred for this position, however in some instances outstanding work experience may substitute for the Master’s or Ph.D. such as hands-on experience in field testing and analysis of data, and advanced finite element simulation software.

Engineer (Research) Specialist (ES)

Research Specialists shall be nationally or internationally recognized experts in the specific technical areas related to the research and design of highway structures.

The following areas of expertise are required (one individual may cover more than one area of expertise):

• Forensic and field evaluation of bridge failures.

• Analytical research studies including advanced finite element analysis and non-linear modeling of complex bridges.

• Finite element simulations of heavy truck vehicles impacting highway structures.

• Large scale structural laboratory testing.

• Heavy vehicles crash testing set up instrumentation and dynamic responses measurements during testing.

• Expertise in performance-based engineering in vehicular impact problems

• Expertise in performance-based engineering in progressive collapse requirements of department of defense guidelines.

• Material testing (steel, concrete, and others)

• Field instrumentation of bridges.

• Producing research reports and journal articles.

• Data acquisition equipment

• Contributions to AASHTO specifications

Administrative Assistant (AA)

The AA shall provide support for technical report preparation, meeting planning and facilitation.

The AA shall be experienced in providing administrative support to technically focused teams, program development, site selection and other aspects of planning a successful meeting.

Data Management (DM)

The DM shall have a 2-year technical degree in civil engineering or a related field; however, in some instances outstanding work experience in structural testing with multiple forms of certification may substitute the technical degree. The DM shall be responsible for setting up tests, installing instrumentation, conducting tests, and acquiring data in the laboratories. The DM is expected to coordinate research plans with engineering staff and take the lead to implement these plans with a minimum of supervision. The DM shall have demonstrated capabilities to direct the work of a team of technicians for large projects. Additionally, the DM shall have experience setting up test fixtures, installing strain gauges and other instrumentation, operating data acquisition equipment, and analyzing resulting data using spreadsheet software. PC compatible computer skills are also required for this position, including spreadsheet, and data acquisition software.

Technician (Research or development) (T)

The T shall provide support for technical report preparation, meeting planning and facilitation.

The T shall be experienced in providing administrative support to technically focused teams, program development, site selection and other aspects of planning a successful meeting.
