About this file

This is a Form of Offer Letter and Bid Form for Invitation for Bid (IFB) DCAM-26-CS-IFB-0003 issued by the District of Columbia Department of General Services (DGS) on behalf of the Office of the Secretary of the District of Columbia. The project involves construction services for a new Department of Aging and Community Living (DACL) Ward 8 Senior Wellness Center located at 1700 Q Street, SE, Washington, DC 20020. Bidders are required to furnish all necessary services, supervision, permits, labor, supplies, materials, and equipment to complete the construction project in accordance with the Drawings and Specifications provided in the IFB. The Department intends to make one contract award to the bidder submitting the lowest responsive and responsible bid. Bidders must submit a completed Price Schedule Bid Form providing pricing for all 23 division components, which must total the lump sum price for CLIN 001. Bids must be held open for a minimum of 120 days after the IFB closing date, and the selected bidder must enter into a contract within 10 days of the notice of award.

Bidders are required to provide a lump sum price covering all work divisions from General Requirements through Utilities. The bid form requires bidders to certify they have not engaged in price-fixing, collusion, or anti-competitive conduct, and to warrant that they have not entered into agreements that would prohibit District of Columbia Small and Local Business Enterprises certified companies from participating in the work. Bidders must also confirm they have conducted sufficient due diligence and analysis of the Bid Documents and that the person signing the offer letter has full legal authority to bind the bidder to the terms of the bid. Unless a bidder explicitly indicates it is offering an "equal" product, it will be considered as offering the brand name product referenced in the IFB. The contracting officer for this procurement is Kianna Shepherd at the Department of General Services, 3924 Minnesota Ave, NE, 5th floor, Washington, DC 20019.
