SECTION C - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
GENERAL SPECIFICATIONS
UINTA-WASATCH-CACHE FURNACE REPLACEMENT - UNINSTALLATION &
INSTALLATION FOR VARIOUS SITES
1.1
SCOPE OF CONTRACT
1.2
A. This project includes the replacement of existing furnaces in multiple administrative sites within the Uinta-Wasatch-Cache National Forest. These existing furnaces are outdated and will need to be uninstalled, disposed of, and replaced with new equipment that runs at 95% efficiency or greater. A new Commercial Central AC Unit for Huntsville Guard Station is also needed. There are several locations that are listed in section 1.2.
B. The work includes the following:
1. Replace furnaces and heaters and thermostats in all locations listed in section 1.2.
New furnaces must be > 95% efficiency and must be compatible with the cooling expansion unit. Each furnace will need enough air flow for the respective ducts.
2. Dispose of old furnaces properly.
C. Optional Bid Items:
1. Some locations listed in section 1.2 require an evaluation and/or repair instead of a full replacement of the unit.
2. A new Commercial Central AC Unit for Huntsville Guard Station (Installation included).
D. Quantities associated with these options are identified in the Schedule of Items.
PROJECT LOCATION
A. The Heber-Kamas Ranger District Office is located east of Salt Lake City. Follow I-80 and take exit 146 to Highway 40 East Bound. Take exit 4 and turn left onto Highway 248.
Follow road into Kamas, then turn left onto S Main St. Turn right onto E Center St. and the building will be on the right.

B. The Spanish Fork Ranger District Office is located South of Salt Lake City. Follow I-15 South and take the UT-156/ Main St exit toward Spanish Fork. Turn right onto 400 N and the site will be to the right.

C. Bridger Guard Station is located southeast of Evanston, WY. Take I-80 E to exit 34 then take a right on Cemetery Rd for 6 miles. Turn left onto WY-410 E and follow for 5.9 miles. Take a left onto Co Rd 283 and continue for 8.4 miles onto FR072 for 7.2 miles.
Turn left onto FR126 for 1 mile and the destination will be on the left.

D. Bear River Guard Station is located south of Evanston, WY. Take Highway 150 south through Wyoming and about 10 miles into Utah to the site and it will be to the left.

1.3 SITE INFORMATION AND LIMITATIONS
A. The following site conditions are considered incidental to the contract and the contractor will not be paid directly for any of the following items:
1. The majority of the construction site is closed to the public, but much of the surrounding area will be open to employees during construction. The Contractor will be responsible for signing and limiting access the public and others.
2. Contractor will provide all materials and labor necessary to protect streams, wet or dry, during construction activities.
3. All construction equipment shall be pressure washed before entering National Forest System lands. The removal of mud and debris from treads, tracks, and undercarriage, with emphasis on axles, frame, cross-members, motor mounts, and underneath steps, running boards, and front bumper/brushguard assemblies will be required. The purpose is to reduce or eliminate the transportation of noxious weeds, which is required by Federal and State regulations.
4. Water is available at the site for construction purposes. The Contractor will be responsible for coordinating any installation of temporary power for the site and associated costs.
5. The Contractor shall provide temporary toilet facilities (porta-potty) at the site during all construction work.
B. Limit use of premises to work in areas indicated. Do not disturb portions of Project site beyond areas in which the Work is indicated.
1. Government Occupancy: Allow for Government occupancy of Project site.
Government personnel will be continuously occupying the buildings immediately adjacent to the work area. Conduct work in a manner that will minimize needs for disruption of normal Government operations. Provide minimum 72 hours advance notice to Contracting Officer of activities that will impact normal Government operations. Secure Contracting Officer's written approval of activities that will impact normal Government operations to avoid delays in overall construction and permit proper installation or work.
2. Driveways and Entrances: Keep driveways and entrances serving premises clear and available to Government, Government employees, and emergency vehicles at all times. Do not use these areas for parking or storage of materials.
a. Schedule deliveries to minimize use of driveways and entrances.
b. Schedule deliveries to minimize space and time requirements for storage of materials and equipment on-site.
3. Provide the Government 2 weeks’ notice before mobilizing on site to allow the Government to remove furniture and materials from the building.

1.4 TRAFFIC CONTROL AND CONSTRUCTION SIGNING
A. No work that endangers, interferes, or conflicts with traffic or access to work sites shall be performed until a plan for satisfactory warning and handling of traffic has been submitted by the contractor and approved by the COR and the Idaho Department of Transportation. Construction signing for traffic control shall conform to the Manual of Uniform Traffic Control Devices (MUTCD). All traffic control signs will be placed in areas adequate for a truck pulling a fifth wheel trailer to be turned around. Contractor shall not be paid directly for this item, rather it will be considered incidental to other items of work listed in the Schedule of Items.
1.5 WORK RESTRICTIONS
A. On-Site Work Hours: Work shall be generally performed during normal business working hours of 7:00 a.m. to 4:30 p.m., Monday through Friday, except when otherwise indicated.
B. Work on Saturdays, Sundays, Federal holidays or at night may not be performed without prior consent from the Contracting Officer. Submit requests 48 hours in advance of the work to the Contracting Officer for approval.
C. No signs or advertisements (except those specified) shall be displayed on the construction site or within the premises unless approved by the Contracting Officer.
D. Smoking is not permitted within the building or within 25 feet of entrances, operable windows, or outdoor air intakes.
1.6 WORK CAMPS, STAGING AND STORAGE AREAS
A. Areas for staging operations and storage of materials shall be approved by the CO. The Contractor must request in writing for approval from the CO to stage trailers (work) on site.
B. No overnight camping will be allowed on site.
1.7 INSPECTION OF WORKSITE
A. The contractor acknowledges they have taken the necessary steps to ascertain the nature and location of work and have investigated and satisfied themselves as to the general and local conditions that can affect the work or its cost. Any failure of the contractor to take the actions described and acknowledged in this paragraph will not relieve the Contractor from the responsibility of estimating properly the difficulty and cost of successfully performing the work or for proceeding to successfully perform the work without additional expenses to the government.
