Project OCFO Professional Coaching
General Information
1.0 Scope of Work
Food Safety and Inspection Services, Office of the Chief Financial Officer (FSIS, OCFO) seeks a contractor for a Coaching program which directly supports OCFO’s strategic goals to Optimize the Workforce and Build a Culture of Collaboration.
Specifically, OCFO seeks coaching services for the organization’s supervisors at the Division Director level and below.
OCFO is seeking one-on-one coaching for 16 supervisors and 4 non-supervisory senior staff. Totaling 20 employees in need of coaching.
2.0 Background
OCFO assembles, justifies, manages, and accounts for the Agency’s financial resources to ensure the nation’s commercial supply of meat, poultry, and egg products is safe, wholesome, and correctly labeled and packaged. OCFO has three divisions. The Budget Division (BD) formulates and presents fund activity to external entities, distributes and controls funds, provides status of funds reports, and ensures effective capital planning and cost analysis. The Financial Management Division (FMD) produces financial statements and accounting policy, ensures data integrity, timely and accurate financial reporting, systems integration, and provides travel policy, relocation, and other fiscal services. The Audit Liaison and Financial Analysis Division (ALFAD) is responsible for overseeing and conducting internal control functions and activities, fulfilling audit liaison activities with Government Accountability Office (GAO) and Office of Inspector General (OIG), conducting cost analysis and estimation activities, and managing the development of investment strategies in support of investment program initiatives. OCFO has approximately 100 employees across the three divisions.
In FY21 OCFO commissioned a workforce engagement report. One recommendation from that report was for OCFO to make career coaching an expected management competency to promote long-term career planning for OCFO staff.
OCFO has had previous contracts for coaching, and employees have received multiple assessments throughout the years. The primary feedback received from participants was a desire to choose between a male or female coach. Reports and assessments are shared with contract awardee upon request. The coaching program will directly support this recommendation and will allow OCFO to continue to build capabilities and works towards meeting the OCFO strategic vision.
Contractor Requirements
3.0 Technical Requirements / Tasks
1. OCFO staff is located nationwide, the Coaching shall take place virtually, preferable using Microsoft Teams meetings. Other online platforms are acceptable. Software downloads will not be permitted.
2. The period of performance shall be a 12-month Base Period from Date of Award, with 4 option years.
A. With each year there will be up to 20 employees that will need one-on-one coaching. The employees and number of employees may differ with each year.
3. The contractor shall meet the two performance objectives below:
A. Provide one-on-one Coaching for up to 16 supervisors and 4 non-supervisory senior staff, to be completed within 1 year, providing 6 sessions per employee (not to exceed a total of 96 hours of coaching for all 20 employees), and generally no more than 1 session per month, the actual schedule for the year may be determined between the coach and coached. Each session shall estimate one (1) hour.
i. Coaching focus areas are to be tailored to each employee to assist their individual needs and goals. Some are new to their positions and others have decades of experience.
ii. Any assessments given shall be determined by the contractor. Previous assessments can be requested from the participating employees during the introductory session.
B. No coach shall work with anyone within the same vertical chain of command (org chart attached). It is expected the contractor should explain how they will meet this requirement in their proposal. Number of needed personnel, as well as skill set (e.g. degrees, credentials, and experience level), to fulfill this requirement will be up to the contractor.
i. It is expected the contractor will provide in the proposal the methodology used to determine coach/employee pairings.
4. The contractor shall maintain coaching confidentiality at all times.

5.0 Deliverables / Schedule
The Contractor shall adhere to the following schedule and deliverable requirements. All electronic submissions shall be in [i.e., Word 2003, Excel 2003] format.
• Within two weeks of contract start date, the contractor shall set up an hour-long virtual kick-off session with the Contract Specialist (CS), Contracting Officer’s Representative (COR), Chief Financial Officer (CFO) and Deputy CFO to finalize details of the project plan.
• Within two weeks after the kickoff, the contractor shall provide a project plan with a proposed schedule for an hour-long introductory virtual session with COR, supervisors, and non-supervisory senior leadership to introduce the potential coaches; and dates for reporting deliverables.
o The introductory sessions will act as a preliminary intake process to assess and identify the cultural backgrounds and preferences of each participating employee.
• Within two weeks of the introductory session, the contractor shall coordinate with OCFO to finalize coach/employee pairings.
• The contractor shall provide a monthly status report in writing on the coaching, and a virtual briefing with the COR. Due dates will be determined during kickoff meeting.
• The contractor shall provide the CFO a quarterly report in writing identifying trends in the coaching sessions.
• The contractor shall provide a virtual closeout briefing for the CFO and Deputy CFO highlighting trends identified during coaching sessions (e.g., development of the abilities, positive or negative attitudes, etc.) to support ongoing OCFO efforts in coaching while always maintaining the confidentiality of employees.
• The contractor shall work with all coaching recipients to establish individualized coaching goals.
