7. Market Research
Several sources were reviewed, including Market Research Reports from current DTRA efforts, Government schedules, and internet searches for possible performers. Market research identified few businesses with logistical and administrative support to meet DTRA OB Treaty Training requirements. Further However, market research identified that some of the companies researched did not possess capability for DTRA treaty course managers to present classified curriculum, or hold classified discussions, when necessary, nor did many of the companies researched possess facilities with capability to hold more then 40+ students in a tiered theatre, auditorium-style seating allowing for COVID-19 compliant social distancing. Finally, OB-IS market research led the COR to realize that many facilities in the Washington DC catchment area, are currently unavailable due to the COVID-19 global pandemic.

A Sources Sought notice (HDTRA1-20-R-0033) was released on BETA.Sam.gov on June 04, 2020 with responses due on June 18, 2020. The notice included a Performance Work Statement (PWS) and a draft DD Form 254. Four vendors responded to the Sources Sought notice, but only three expressed interest in performing the requirement.
Northrop Grumman Corporation declined to respond due to issues related to preparing a facility to be COVID-19 compliant, but indicated that several months later it might be positioned to support DTRA OB’s Treaty Training requirement. The three respondents expressing interest were: TechTrans International, FedWriters, and DecisionPoint/CORTEK. Upon review of the interested respondents, and DTRA follow-up clarifying each respondent’s facility and capability offerings, DTRA OB determined that only one of the three appears to possess the capability needed to support OB treaty training missions per the Statement of Work. After receipt of the expressions of interest to DTRA’s sources sought, the DTRA COR queried the incumbent, CENTRA Technologies why it had no interest in continuing to perform the Treaty Training requirement. CENTRA indicated it had not been aware of DTRA’s Treaty Training Sources Sought notice, but that it remained interested in performing any continuation.
Based on the information from the RFI/Sources Sought, FedWriters (8(a)), TechTrans International (large), and CENTRA Technology (large and the incumbent), it was determined that DecisionPoint/CORTEK DUNS No: 967175071, CAGE Code: 6AFW2, SDVOSB and HUBZone was the only vendor capable of providing the required, COVID compliant support and services, per the Treaty Training Logistics and Administrative Support Performance Work Statement.
8. Other Facts
It was determined that DecisionPoint/CORTEK which is Service-Disabled Veteran Owned Small Business (SDVOSB) Company, was the only vendor who could meet the stated requirements to conduct the Agency mission-related treaty training and administrative support.
The facility has the capability of providing tiered theatre auditorium-type seating for up to 80-90 participants, when COVID-19 social distancing is not required, and up to 40 participants to meet COVID-19 social distancing compliance during the current health crisis, as well as the use of a 2nd facility as an alternative option to conduct DTRA treaty training, and both facilities are Government cleared for secure training and discussions and auditorium/breakrooms can be alternated from unclassified to classified within 10-15 minutes when conducting the highly treaty training courses and discussions.
