VHAPM Part 813.106 Page 1 of 2 Original Date: 08/30/17 Revision 02 Eff Date: 03/31/2020
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1
For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C257-20-AP-3744
1. Contracting Activity: Network Contracting Office (NCO) 17 in support of the Department of Veterans Affairs, VISN 17, South Texas VA Medical Center.
2237 #671-21-1-5061-0002
2. Brief Description of Supplies/ Services required and the intended use/Estimated
Amount: The South Texas Veterans Health Care System (STVHCS) has purchased the
Stanley Healthcare’s WanderGuard Blue patient elopement system. STVHCS requires work to be done prior to the WanderGuard device install on the Bldg. 11 main elevators at the Kerrville VA Medical Center (Kerrville) and the Polytrauma service elevators at the Audie L.
Murphy VA Hospital (San Antonio). Contractor needs to provide and install a CAT5 connection and a 110VAC single-gang duplex outlet on top of the elevator cars covered by the WanderGuard Blue system at the San Antonio and Kerrville campuses, and program the elevator cars to interface with the WanderGuard Blue system. This work is estimated at $75,000.00.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: This preinstallation work will effect the overall performance of the elevators to include electrical work and programming, therefore it is recommended the company on contract for the maintenance and repair of these elevators preform this pre-installation work. The work needed on these elevators to program the controllers to interface with WanderGuard Blue would create liability and safety concerns for the maintenance contractor if performed by another contractor. If Elevated Technologies mechanics are not involved with the changes made to the elevator controller, they could be at risk of injuries or death when maintaining the elevators due to unknown programming changes. Due to the dangerous nature of elevator maintenance, it would be in the best interest of the VA to have the maintenance service provider for these elevators, Elevated
Technologies, also provide the work for this requirement via modification to the current elevator maintenance contract #36C25720P0239.
4. Description of market research conducted and results or statement why it was not conducted: Market research was conducted by the Medical Center as well as the Contracting Office. There are many elevator companies, but since this work will directly tie to the maintenance of these elevators, the work should be done by the maintenance company.
