Single Source Justification (FAR Part 13 Acquisition Below Simplified Acquisition Threshold)
Section A: General Contract Information
Contracting Activity: 22d Contracting Squadron Purchase Request/ Identification Number:
F2Z3S70170AW04
Project/Program Name: McNaughton Library Book Lease Estimated Contract Cost (including Options):
$13,965.60
Section B: Description of the Supplies/Services Required
McConnell Air Force Base requires a book lease program for newly published books. The objective is to maintain the McConnell Air Force Base leased adult library collection of 1,400 titles. The lease shall include the newest best sellers, popular fiction, nonfiction, large print and biographies. New books shall be rotated into the collection each month. The children's plan is a purchase plan allowing for new materials to be brought into the Library on a monthly basis.
Section C: Justification for Soliciting from a Single Source
Under the adult plan the McConnell AFB Library maintains a McNaughton collection of approximately 1,200 titles. The children's plan is a purchase plan. It is not anticipated that potential savings received from competing this contract would outweigh the costs associated with the transition to another vendor. In order to award this contract to another vendor, the library would have to hire staff to remove a total of 1,600 books from the current inventory, and delete book catalogs from their computer systems. Afterwards, a new vendor's books would have to be stocked as well as upgrading the library's book catalog. The cost of removing the library's current inventory, cataloging the items, packing, shipping, and establishing a new vendor's inventory would not be cost effective.
Section D: Efforts to Obtain Competition
Brodart holds the current McNaughton lease and if competed and awarded to a different vendor, the base library would have to recall and return all the books as well as restock and enter in the new inventory into their system. It would not be financially feasible to compete.
Section E: Steps to Preclude Future Single Source Awards
Market Research will be accomplished on future efforts to determine if there are any additional sources that can meet the needs of the Government.
Section F: Contracting Officer's Determination
I have determined, in accordance with 10 USC 2304(f) as implemented in FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
