About this file

This is a Justification for Sole Source Procurement document for simplified procedures under the Micropurchase Threshold (MPT) to Simplified Acquisition Threshold (SAT).

NORA Yorktown, the largest optical fabrication enterprise lab within the Department of Defense, is procuring a new wastewater treatment system from CETCO due to the current system reaching end-of-useful life. The procurement is for a Fixed-Price FFP purchase order in Navy Fiscal Year 2026 funds, with installation and acceptance required within four months of contract award. The purchase request/document number is 1301350575. NORA Yorktown manufactures approximately 560,000 pairs of spectacles annually, generating 800–1,200 gallons of wastewater per day that requires treatment prior to discharge to meet Hampton Roads Sanitation District (HRSD) environmental compliance requirements. The justification establishes that CETCO is the sole capable source because the replacement system must be compatible with existing infrastructure, fit within physical space constraints, and operate efficiently without additional training. The CETCO system treats 200 gallons of water at a time using a proven, time-efficient process that produces discharge meeting local sanitation department standards. Other wastewater treatment units explored were more complicated to operate and did not fit the facility footprint. CETCO possesses proprietary rights to the system components, further supporting sole source justification under FAR 6.302-1. The certification is dated July 1, 2026, and confirms that the information is complete and accurate to the best of knowledge, with the sole source justification precluding full and open competition.
