About this file
This is a Justification and Approval (J&A) document for a sole source procurement under FAR Subpart 13.5 for simplified procedures on commercial products and services.
The Naval Sea Systems Command, Naval Undersea Warfare Center Division (NUWCDIVNPT), Code 02, Newport, Rhode Island seeks to award a five-year indefinite-delivery, indefinite-quantity (IDIQ) contract on a firm fixed price (FFP) basis to Micro Engineering Corporation (MEC) for the fabrication and repair of Periscope and Photonics antenna assemblies supporting Code 34 EW Systems. The requirement spans fiscal years 2025 through 2029 and includes four contract line items: (1) Antenna Element Production covering MO, LO, Spiral, and Horn antenna elements with first-year quantities ranging from 8 to 60 units; (2) Antenna Element Test & Evaluation with 4 units annually; (3) Antenna Element Standard Repairs with 4 units annually; and (4) Technical Insertion Readiness for New Antenna Element Variants beginning in year three. The procurement will be funded with Working Capital funds with an anticipated 60-month ordering period from contract award. MEC is justified as the sole source because it is the original approved sub-manufacturer and only certified source for antenna elements that meet all Periscope and Photonics antenna assembly specifications and Imaging Mast requirements. The Government published a combined synopsis and solicitation notice on SAM.gov on March 13, 2025, inviting capability statements from responsible sources, though no additional sources submitted proposals. The Contracting Officer will conduct price and cost analysis pursuant to FAR 13.106-3 and FAR 15.404-1 methods to determine fair and reasonable pricing prior to award. The Government acknowledged that future acquisitions will revisit the sole source justification and consider moving to full and open competition if feasible.

The Government’s minimum needs have been verified by the certifying technical and requirements personnel.
Statutory Authority Permitting Other Than Full and Open Competition.
In accordance with 41 U.S.C. 1901, as implemented in Federal Acquisition regulation (FAR) 13.501(a)(1)(ii): Only one responsible source and no other type of supplies or services will satisfy agency requirements.
4. Rationale Justifying Use of Cited Statutory Authority.
NUWCDIVNPT Code 34, as the designated , , and for
Periscope and Photonics antenna assemblies (per the Participating Acquisition Resource Manager (PARM), , is required to fabricate and repair Periscope and Photonics antenna assemblies. These are critical assemblies integrated on all for the US Fleet. Each antenna assembly requires unique antenna elements specifically designed for undersea Radio Frequency (RF) reception application.
Micro Engineering Corp. (MEC) is the original sub-manufacturer for the antenna elements utilized in the production of under the competitive major acquisition production contract awarded by NUWCDIVNPT to SenSyTech Inc. (Contract # ).
The design for the was qualified by NUWCDIVNPT Code 34 and certified by the PARM , as the design met First Article Acceptance Testing and subsequential production units met Factory Acceptance Test functional and performance requirements provided under this contract. Later variants along with Photonics Antenna variants utilize these specific antenna elements under PARM follow-on contracts with L3-Harris KEO and Lockheed Martin, Syracuse.
Micro Engineering Corp. (MEC) is the only approved source certified by the PARM to meet all antenna assembly and Imaging Mast Specification requirements. Micro Engineering Corp. (MEC) possesses the unique knowledge, expertise, and manufacturing facilities required to produce and deliver the antenna
6. Determination of Fair and Reasonable Cost.
The Contracting Officer will conduct price and/or cost analysis pursuant to FAR 13.106-3 and/or 15.404-1(b) and 15.404-1(c) methods to determine the prices fair and reasonable prior to contract award.
7. Actions to Remove Barriers to Future Competition.
The Government’s requirement for the supplies and services provided by MEC does not allow for substitution of another contractor’s services, for the reasons set forth in Paragraph 5. In the event that any future acquisition of these services is required, the information contained in Section 5 will be revisited and validated to confirm the sole source requirement still exists. Consideration will be given to moving this requirement to full and open competition in the future, if feasible.
