Justification for Other Than Full and Open Competition – Solicitation SPE7MX26R0018
This document is a Justification for Other Than Full and Open Competition (J&A) under FAR 6.103-1 for a limited number of responsible sources. The Defense Logistics Agency (DLA) Weapons Support (Columbus) is procuring 420 units of Air Duct Hose (NSN 4720-00-803-8362, P/N 50859-60) for the B-52 Stratofortress aircraft under an indefinite-quantity, indefinite-delivery contract. The contract structure includes a firm-fixed-price arrangement with a 1-year base period and 1-year option period, totaling 3 years and 2 option years. The estimated base value and total contract value are redacted; however, the maximum contract value is also redacted. The item is determined to be non-commercial based on market research indicating no pricing available through GSA, inability of approved sources to provide unredacted invoices to non-military businesses, and confirmation from prior procurements that the item is not commercial.
Market research conducted on October 30, 2025, identified only two responsible approved sources capable of supplying the required spare parts: HBD Industries, Inc./Thermoid, Inc. (CAGE 98891), a large business manufacturer, and Salem-Republic Rubber Co. Inc. (CAGE 54789), a small business manufacturer. A Sources Sought Notice was posted on October 29, 2025, for five business days, yielding minimal response; procurement history and internet searches revealed no additional qualifying sources. The justification notes that a small business set-aside is not appropriate due to the lack of reasonable expectation of obtaining two offers from small socioeconomic businesses. The solicitation will be synopsized on or about January 21, 2026, for 15 days and posted to the DLA Internet Bid Board System for a minimum of 30 days. Dealers of approved sources will be solicited. The Contracting Officer, Edwin Caraballo, certified the J&A as accurate and complete; approval authority is designated as up to $10,000,000.
