About this file
This document is a Justification for an Exception to Fair Opportunity or to Use Brand-Name Restriction for a Voyager 2 Slim Mobility System/GSDD V2 Mobility Kit. The requirement is for the 20th Contracting Squadron at Shaw AFB, involving an Expeditionary Communications Flyaway Kit that includes 1 Starshield terminal kit, 2 Cisco 6300 routers, 2 Cisco 6300 Network Advanced Software Licenses, 1 Viasat KG250X Taclance, 1 Cases2Go 2U rackmount case, and 1 Voyager 2 Slim Klas Kare with 24/7 technical support services.
The justification highlights that Shaw AFB requires this specific brand-name equipment because other manufacturers currently lack an authority to operate. The Cisco routers are particularly important, as 90% of the base's layer 3 devices are Cisco to ensure system compatibility. The kit is intended to enhance base fighter squadrons' capabilities by providing highly deployable encrypted rapid communications worldwide, supporting Agile Combat Employment (ACE) principles by enabling rapid repositioning and adaptation to emerging threats. The document indicates that NASA SWEP prices have already been determined fair and reasonable, and the 20th Contracting Squadron will continue market research for future similar acquisitions.
