About this file
This document is a Justification and Approval (J&A) for the use of other than full and open competition under the Expedited Procedures Package (EPP) for Afghanistan to award a follow-on United States Personal Services Contract (USPSC) to an incumbent contractor, XXXXXXX, for a Development Program Specialist (Budget) position.
The Development Program Specialist (Budget) will be responsible for managing a wide range of budgeting activities for the USAID/Afghanistan Mission, including out-year budget planning, Congressional Notification, Operational Plan coordination, allowance processing, budget change management, reconciliation, and budget reporting and analysis. The estimated cost for the one-year base period is $147,183. The J&A cites the incumbent's unique qualifications and extensive experience of over 9 years in this highly specialized role as the justification for the sole source award. The follow-on award will commence upon completion of the onboarding process in October 2024, with two one-year option periods available.
