JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION

SOLICITATION SPE7MX-20-R-0137

DLA L&M Justification for Other Than Full and Open Competition

(May 2018)

7. I hereby determine that the anticipated cost to the Government will be fair and reasonable.

Prices will be determined fair and reasonable through price analysis based upon the application of the Producer Price Index (PPI) / Global Insight Information (GII) to the past acquisition. If competition is present, proposed prices will be compared among all offers to determine if price competition exists. Certified Cost or Pricing Data (CCPD) is not required as the contract maximum is less than $2 million in accordance with Class Deviation 2018- O0015, effective May 31, 2018, that states Contracting Officers shall use $2 million as the threshold for obtaining CCPD, in lieu of the threshold of $750,000.00 at FAR 15.403-4.

However, as identified in item number 8 below, the companies that responded to the market survey stated they can provide CCPD if needed. Additionally, DFARS 252.215-7010 “Requirements for Certified Cost or Pricing Data and Data Other than Certified Cost or Pricing Data” will be included in the solicitation. Based upon the above techniques to be used, the Contracting Officer hereby anticipates the costs to the Government will be fair and reasonable.
