About this file
This is a Justification & Approval (J&A) for a sole-source contract modification to extend facilities engineering services under unusual and compelling urgency provisions.
The General Services Administration (GSA) seeks to extend the current bridge contract 47PG0125D0001 with Satellite Services Inc. (SSI) for approximately one year from March 1, 2026, through February 28, 2027. The services cover facilities engineering at two locations: Neal Smith Federal Building (210 Walnut Street, Des Moines, Iowa) and Des Moines Courthouse (111 Locust Street, Des Moines, Iowa). The contractor must provide all administration, management, supervision, labor, materials, supplies, repair parts, and tools necessary for planning, scheduling, coordinating, and inspecting the operation, maintenance, and repair of buildings, equipment, electrical and mechanical systems, structures, architectural finishes, and utilities. The total estimated value is $1,874,586.60, comprising $1,195,659.94 for Neal Smith and $678,926.71 for Des Moines Courthouse, at a monthly rate of $156,215.55. Labor rates are governed by an existing Collective Bargaining Agreement (CBA).
The J&A justifies the non-competitive award citing unusual and compelling urgency under FAR 6.103-2 and 41 U.S.C. 3304(a)(2). GSA's March 2025 Reduction in Force (RIF) that terminated all 1102 procurement positions in Region 10 and the subsequent agency-wide reorganization from a regional to integrated zonal model created an unavoidable gap in acquisition support, making competitive procurement impossible without causing service lapses. SSI's incumbent status, familiarity with the buildings and scope of work, and good past performance support the extension. The justification will be posted to the Government Point of Entry (GPE) within 30 days. The document indicates GSA plans to conduct a new competitive solicitation on the Multiple Award Schedule (MAS) under FAR 8.4, structured as a performance-based requirements contract set-aside for total small businesses, with an expected posting date of August 1, 2026, anticipated to reach 75+ vendors under Special Item Number 561210FAC.

Des Moines Courthouse, 111 Locust St., Des Moines, IA
Justification for Other Than Full & Open Competition FAR 6.103-2 Unusual and Compelling Urgency (GSA Class Deviation RFO-2025-06)
1. Nature and/or Description of the Action Being Approved
This justification & approval (J&A) is for procurement action for unusual and compelling urgency in support of Facilities Engineering Services at Neal Smith Federal Building, 210 Walnut St., Des Moines, IA and Des Moines Courthouse, 111 Locust St., Des Moines, IA. The J&A is to modify and extend the current bridge contract 47PG0125D0001 for approximately 1 year, from March 1, 2026, through February 28, 2027.
2. A Description of the Supplies or Services required to Meet the Agency’s Needs (Including the Estimated Value)
The General Services Administration (GSA) has determined there is a continued need for the provision of facilities engineering services at the aforementioned locations.
The Contractor will continue to provide all administration, management, supervision, labor, materials, supplies, repair parts, tools, equipment. As well as plan, schedule, coordinate, inspect, and ensure effective and economical completion of all work and services specified for the operation, maintenance, and repair of the buildings, equipment and related services, all equipment, electrical and mechanical systems, structures, architectural finishes, and utilities, located on, within, or beneath, the facility’s interior and exterior extending to the legal property line.
Period of Performance: March 1, 2026 - February 28, 2027
Estimated Value:
Neal Smith: $1,195,659.94 Des Moines: $678,926.71
Total: $1,874,586.60 Monthly: $156,215.55
3. An Identification of the Statutory Authority Permitting Other Than Full and Open Competition
Docusign Envelope ID: FF02041F-5678-4E06-8308-576945308749
FAR 6.103-2 Unusual and Compelling Urgency (GSA Class Deviation RFO-2025-06); 41 U.S.C. 3304(a)(2), Use of Noncompetitive Procedures
4. A Demonstration That the Proposed Contractor’s Unique Qualifications or the Nature of the Acquisition Requires Using the Authority Cited
The current bridge contract 47PG0125D0001, facilities engineering services at Neal Smith Federal Building, 201 Walnut St., Des Moines, IA and Des Moines Courthouse, 111 Locust St., Des Moines, IA with Satellite Services Inc. (SSI) is set to expire February 28, 2026. This contract is a bridge contract that was procured for 1 year, from March 1, 2025 through February 28, 2026. Contract 47PG0125D0001 did not include extension clause 52.217-8.
In March 2025 all 1102’s in Region 10 were terminated as part of the current administration’s Reduction in Force (RIF) efforts. As a result, an understaffed Legacy Region 6 Services Acquisition Branch absorbed all active/future service contracts from late March 2025 to January 2026. Legacy Region 6 was able to maintain no lapse in services while administering service contracts simultaneously between Region 6 and Region 10. As the aforementioned changes were occurring, GSA as an agency went through a reorganization, switching from the “regional” model into an integrated zonal approach. Many of the staff on the procurement team were placed into new roles causing the Legacy Region 6 branch to remove and replace certain positions.
While ensuring there was no lapse in services amid the GSA reorganization, our timeline for the reprocurement of facilities engineering services at the aforementioned locations was severely disrupted, resulting in insufficient time to conduct a competitive full and open procurement to fulfill the Government’s requirements. This has created an immediate and significant challenge to the planned procurement process. As a result, it is necessary to extend the current contract to prevent a lapse in services. Under the current timeline, it is not in the Government’s best interest to bring in a new contractor.
The aforementioned locations house numerous Government agencies and their employees, and a disruption in these services would directly impact their ability to perform their missions. Potential consequences include: building safety and occupant well-being, mission critical operations, damage to Government property, and increased costs.
SSI is best situated to continue fulfilling these services. There would be significant phase-in and phase-out activities associated with the potential transition to another vendor. In order to provide a successful transition, a new vendor would need at least 60 days to perform initial inspections, submit necessary documentation (e.g. building operation plan, deficiency report, etc.) and any other work required before the start of the period of performance.
The need for this sole-source extension is the direct result of unforeseeable and disruptive agency-level actions, specifically the March 2025 Reduction in Force (RIF) and subsequent GSA-wide reorganization. These events were beyond the control of the contracting activity and created an unavoidable gap in acquisition support, making it impossible to execute the planned competitive follow-on procurement without causing a lapse in critical services and serious injury to the Government. That being said, a modification to extend the current contract, authorized under FAR 6.103-2 Unusual and Compelling Urgency (GSA Class Deviation RFO-2025-06), represents the only viable course of action to maintain critical services without an interruption.
5. A Description of Efforts Made to Ensure That Offers are Solicited From as Many Potential Sources as Possible, Including Whether a Notice Was or Will be Publicized as Required by Part 5 and, if not, Which Exception Under Part 5 Applies
Due to the circumstances, it is impractical for the Government to request offers from as many potential sources without the need for additional site visits, interstate travel, and phase-in of new employees, equipment, and other items necessary to provide the requested services.
No synopsis is required for this contract action. However, in accordance with 41 U.S.C §3304 and FAR 6.301(b)(1) (GSA Class Deviation RFO-2025-06), the justification for non-competitive procedures will be posted to the Government Point of Entry (GPE) within 30 days of the modification.
6. A Determination by the Contracting Officer That the Anticipated Cost to the Government Will be Fair and Reasonable
The Contracting Officer has determined the anticipated cost of this procurement action to be fair and reasonable. The determination is based on the following facts: (1) this action is being issued to the current FE vendor who is familiar with the building, the scope of work, and has a good track record of good past performance and reasonable pricing; (2) the Government developed an IGE which accounts for the unusual nature of this procurement action; (3) the current contract labor rates for productive personnel are set by an existing Collective Bargaining Agreement (CBA), and these rates will be used in the direct labor pricing of the one year extension as well. These factors will give the Contracting Officer confidence that they will be able to negotiate a fair and reasonable price with the incumbent contractor.
7. The Market Research Conducted (See Part 10) and the Results or a Statement of the Reason Market Research was not Conducted
No additional market research has been conducted for this procurement action.
8. Any Other Facts Supporting Using Other Than Full and Open Competition, Such as:
In this instance, failure to extend services will result in Facilities Engineering services ceasing at the aforementioned buildings. This would lead to significant degradation in building operations and support for agency tenants, and would adversely impact tenant safety due to the inability to properly maintain critical building systems. Conducting a full procurement with full and open competition under the current timeline would result in essential services not being performed to maintain the building at a level required for safe tenant occupancy. This would be in violation of occupancy agreements with tenant agencies and could result in preventable damage to the building, as well as increased safety risks to personnel, which could be exceedingly expensive to remediate or replace.
9. A Listing of the Sources, if Any, That Expressed an Interest in the Acquisition in Writing
Not applicable (N/A).
10.A Statement of the Actions, if Any, the Agency may Take to Remove or Overcome Any Barriers to Competition Before Any Subsequent Acquisition for the Supplies or Services Required
This is not applicable for this contract action. However, due to the nature of the work, the urgency to prevent any lapse in services, and the shortened period of performance; GSA is unable to compete the requirement. However, during this bridge contract extension, the Government will work to submit a solicitation to the Multiple Award Schedule (MAS) under FAR 8.4 (GSA Class Deviation RFO-2025-08). The Government anticipates soliciting a negotiated, performance based, requirements contract that will be set-aside for total small businesses in accordance with 19.104-1 Total Small Business Set Asides (GSA Class Deviation RFO-2025-19). The expected solicitation posting for the new award will be August 1, 2026, which will provide ample time and opportunity for vendor participation and competition. Based on prior eBuy Request For Quote (RFQ) submissions, we anticipate this solicitation will be sent to 75+ vendors under the 561210FAC Special Item Number (SIN).
11.Contracting Officer Certification That the Justification is Accurate and Complete to the Best of the Contracting Officer’s Knowledge and Belief
