About this file
This is a Single Source Justification for a simplified acquisition of tactical parachute components and rigging hardware from Complete Parachute Solutions (CPS) for the Non Traditional Parachute System Procurement (NTRAPS) program under the 304 NTRAPS procurement project. The requirement comprises three TP-460 M3 9-cell tactical main canopies in silver (P/N CPS-184-786), one replacement control line set for the EZ-425/VS-425 system (P/N CPS-178-716), one complete suspension and steering line set for the TP-460 canopy system (P/N CPS-114-158), and fifty white Vector 3 main container closing loops (P/N CPS-LOOPM-V3). The estimated contract cost is listed as $0.00.
The contracting officer justified the single source award based on the requirement to maintain continuity with current parachute systems utilized by the Guardian Angel weapon system, including the Military Tandem Vector (MTV) and Special Operations Vector (SOV). United Parachute Technologies is identified as the primary manufacturer for military parachute systems, and the products are included on the Air Force Personnel Parachute Program (PPP) Approved for Use List (AUL) in accordance with AFI 10-3503, which prohibits substitution with alternate manufacturers or equivalent items. Market research conducted through government and commercial sources, including NSN lookup and GSA platforms, confirmed that no alternative vendors are capable of providing equivalent, compliant products. SSgt Joshua Rodriguez, the contracting officer, signed the determination on September 2, 2026, confirming that only a single source is reasonably available in accordance with FAR 13.106-1(b)(1).

CONTROLLED UNCLASSIFIED INFORMATION
April 2021 CONTROLLED UNCLASSIFIED INFORMATION Page 1 of 2
Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: Non Traditional Parachute System Procurement NTRAPS C_Mode (Harness Container, Vector 3)
Project/Program Name: 304 NTRAPS procurement
Purchase Request / Local ID Number:
Estimated Contract Cost (including Options): $0.00
Section B: Description of the Supplies/Services Required
This requirement comprises tactical parachute components and rigging hardware manufactured by Complete Parachute Solutions (CPS). The order includes three (3) TP-460 M3 9-cell tactical main canopies in silver (P/N CPS-184-786), one (1) replacement control line set for the EZ-425 / VS-425 system (P/N CPS-178-716), one (1) complete suspension and steering line set for the TP-460 canopy system (P/N CPS-114-158), and fifty (50) white Vector 3 main container closing loops (P/N CPS-LOOP- M-V3).
Section C: Justification for Soliciting from a Single Source or Brand Name
Brand Name Justification: United Parachute Technologies are the Primary manufacture for military parachute systems utilized by the Guardian Angel weapon system. In order to maintain continuity with current parachute systems such as the Military Tandem Vector (MTV) and Special Operations Vector (SOV) along with current Vector NTRAPS it is imperative to continue to use UPT parachute systems for sustainability, bi-lateral training, and 304 RQS 1P0X1 upgrade training. Performance Designs is the only canopy manufacture that can produce a variety of canopy sizes required to accommodate various weights within the organization.
Section D: Efforts to Obtain Competition
Market research was conducted using available government and commercial sources, including NSN lookup and GSA platforms, to identify potential vendors capable of providing the required item. Results confirmed that the United Parachute Technologies is a proprietary product and distributed only through authorized sources.
Due to its inclusion on the Air Force Personnel Parachute Program (PPP) Approved for Use List (AUL) in accordance with AFI 10-3503, no alternate manufacturers or equivalent items are authorized for substitution. As such, competition is not feasible for this requirement.
Efforts to identify additional sources did not yield any vendors capable of providing an equivalent, compliant product, reinforcing that this acquisition must be limited to the original manufacturer or its authorized distributors.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Efforts to obtain competition will continue through ongoing market research and monitoring of future AUL updates.
