About this file
This is a Justification and Approval (J&A) document for five Cost-Plus-Fixed-Fee (CPFF) bridge contract modifications to extend Army Prepositioned Stocks (APS) task orders under the Enhanced Army Global Logistics Enterprise (EAGLE) Basic Ordering Agreement. The total estimated value is $1,196,206,822, with extensions authorized under FAR 6.302-1 (Only One Responsible Source) to enable transition to the Logistics Civil Augmentation Program (LOGCAP) V contract vehicle.
The J&A covers extensions for five APS locations with different incumbent contractors: Amentum for APS 2 (Germany) through November 20, 2023; KBR Services for APS 3 (Charleston) through January 14, 2024; KBR for APS 4 (Korea/Japan) through March 16, 2024; Maersk Line Limited for APS 4 Watercraft through March 16, 2024; and Amentum for APS 5 through May 2, 2024. The extensions are needed because the draft RFP release was delayed due to industry feedback requiring requirement modifications. The Government released the final RFP on May 5, 2023, received proposals from all four LOGCAP Primes on June 13, 2023, and plans to make awards on the same day with staggered Initial Operational Capability and Full Operational Capability dates over a 180-day period based on location priorities.

The Principal Assistant Responsible for Contracting (now referred to as Senior Contracting Official) approved the Acquisition Plan for the entire EAGLE program inclusive of the APS requirements in accordance with (IAW) Defense Federal Acquisition Regulation Supplement (DFARS) 207.103(d)(i)(B) in November of 2011. On 1 September 2016, the Senior Services Manager, Deputy Assistant Secretary of the Army (Procurement) approved the extension of the EAGLE program and associated Acquisition Strategy and Plan to 27 September 2027. Because the approved Acquisition Plan for the EAGLE program includes the APS requirements and extends through 27 September 2027, no amendment to the plan is needed to support the proposed bridge extensions.
The Government did not compete the requirements for APS 2, 3, 4, 4 WC, or 5 prior to this action, under the authority of Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements as supported by Class Justification and Approval (J&A) 22-073. That J&As paragraph 7, Actions to Increase Competition, stated:
The services supported by this justification are currently in the process of being competed under the LOGCAP V multiple award IDIQ contracts. The award milestone for all APS task orders is .
The Government made progress toward completing these actions by releasing the draft Request for Proposal (RFP) on 2 December 2022 and the final RFP on 5 May 2023.
There was a delay in releasing both the draft and final RFPs due to receiving several hundred questions, white papers, and congressional inquiries on behalf of industry. The feedback from industry resulted in the Government modifying the requirements and solicitation documents which delayed the final RFP. A few hundred more questions were received in response to the final RFP release which caused a delay to the award date, which has been revised to .
3. Description of Supplies/Services: The APS program is a service provided under EAGLE, which is an Army preferred source. The objective of the EAGLE program is to provide global logistics services that meet the Armys logistics mission needs in the most efficient and cost-effective manner.
APS 2: The contractor is responsible for maintaining APS stored mainly at Dulmen and Mannheim, Germany, and Zutendaal, Belgium. The contractor performs the work largely on and in the vicinity of those locations. APS 2 is comprised of combined-arms, battalion-sized groups of vehicles and equipment pre-positioned in Europe designed to equip Army regionally aligned forces when they rotate into theater for training, disaster relief, theater security or contingency operations. This pre-positioning of vehicles and equipment in theater enables the Army to save time, money, and resources by only rotating personnel into theater. ASC is responsible for maintaining APS 2 at Army Standard -10/-20 condition (fully mission capable) IAW Army Regulation 750-1, Army Materiel Maintenance Policy, Chapter 3, and Technical Manual (TM) 38-470, Storage and Maintenance of APS Materiel.
APS 3: The contractor is responsible for providing logistics support services for the APS Program at Army Field Support Battalion - Charleston, which is located at the Joint Base Charleston Naval Weapons Station, Goose Creek, South Carolina. This facility serves as an equipment service and maintenance hub for APS stored-on maritime vessels, including but not limited to: Large Medium Speed Roll-on/Roll-off ships (LMSR) and sustainment ammunition. The contractor works on the sustainment ammunition/supply container ships at the Military Ocean Terminal Sunny Point, North Carolina and requires Army War Reserve Development System support.
The contractor services and maintains various types of equipment, and performs supply activities associated with container ships, during ship upload and download. This cyclic supply and maintenance process focuses heavily on accountability, repair, rebuilding, reconfiguring, and preserving and repacking equipment, equipment sets, material supplies, special sets kits and outfits for long term storage afloat, on-site or redistribution.
The contractor is also responsible for equipment maintenance stored on shipboard afloat. The contractor maintains a crew of shipboard personnel aboard each LMSR that performs maintenance equipment exercises to assess, maintain, and report equipment/materials serviceability, availability, and readiness. On short notice, LMSRs and ammunition/supply container ships may be deployed anywhere in the world to support military contingencies, exercises, and operations other than war.
APS 4: The contractor is responsible for maintaining APS at Camp Carroll, Waegwan, Korea, and Sagami General Depot, Japan. APS 4 consists of pre-positioned sets, operational project stocks, sustainment stocks, activity sets and WC. Its primary purpose is to reduce the initial amount of strategic airlift required to support a continental U.S.
based force projection for the Army and to sustain soldiers until sea lines of communications are established.
APS 4 WC: The contractor is responsible for the APS 4 WC and Modular Causeway Systems Care of Supplies in Storage (COSIS), Exercise and Maintenance program located at WC Equipment Base - Yokohama North Dock, Japan. The contractor provides complete technical, operational, and logistical support functions required to maintain U.S.
Army WC in mission-ready condition. The term mission-ready means maintaining the WC in a ready-to-issue status, so it is clean, habitable, fully operational, and fully certified. When the Government issues the WC, the contractor ensures it is fully equipped with all basic issue items. APS 4 WC supports military contingency and humanitarian operations in support of U.S. Pacific Combatant Command Area of Responsibility (AOR).
APS 5: The contractor is responsible for services to receive, maintain, and issue APS, and on order, to provide theater sustainment support and retrograde operations for the Central Combatant Command AOR. The contracted workforce is required to continue providing maintenance, accountability, issue and receipt support for the Infantry Brigade Combat Team, Sustainment Brigade, Fires Brigade, Theater Sustainment Stocks, Tactical Command Post, Special Operations Command Central Activity Set, U.S. Army Special Operations Command Military All-Terrain Vehicle Operational Project, APS Operational Projects, Theater Provided Equipment, War Reserve Secondary Items, and
Shipboard Managers, Ground Support Servicers and Logistics Administrative Specialists. These KBR employees have a clear understanding of the COSIS and ship schedule that is required to keep the mission afloat. The varying maintenance sets support specific Operational Plans in theaters throughout the world. In the event of a contingency, the inability to have KBR contracting personnel able to deploy would hinder the handoff of the equipment sets and therefore degrade the ability of the warfighter. The KBR employees also have the required security clearances and base access.
APS 4: KBR has been performing the APS 4 Korea COSIS mission since the Government competitively awarded its task order on 22 September 2014. KBRs employees are in place and have the required skills and familiarity with the processes and systems necessary to perform the required services. The KBR employees also have the required security clearances and base access. The 403rd AFSB is a pivotal part of the Armys Materiel Enterprise, and ASC continues to require maintenance, supply, and logistics services through a contracted workforce to maintain combat equipment.
Operational readiness services provided under APS 4 include maintenance, recovery support, equipment movement, coordination for equipment movement, quality control, equipment turn-ins, segregation into unit sets, configuration, hand-offs, technical inspections, functional testing, lateral transfers and reset to support warfighters.
APS 4 WC: As the incumbent, MLL has 12 years of on-the-ground experience, with approximately 34 employees who are in place, fully trained, and have appropriate security and country clearances to be in Japan. MLLs workforce already has the specialized personnel able to provide program, maintenance, and communication support for APS 4 WC. The type of specialization required to successfully meet the Armys needs is significant to include industrial based experience in marine machinery, marine structural repair, marine maintenance, marine licenses, and communication certifications. MLL is the only source performing the APS 4 WC mission and no other contractor provides immediate repair and or replacement of broken and end-of-life equipment associated with WC. MLL has acquired unique subject matter expertise and situational awareness of the various WC and their subcomponents (i.e., non-standardized propulsion and power generation systems across the platforms).
APS 5: Amentum has been providing services under the APS 5 task order since 2016.
Amentum is the only company that can provide the required services without a break in APS 5 mission support. There are no other companies that can provide this specialized service within the required timeframe. Amentum has a workforce of approximately 1,568 employees who are in place, fully trained, and have appropriate security clearances and country clearances to be in these countries. Amentums employees have the required skills and familiarity with the processes and systems necessary to perform the required services. Additionally, because of their experience on this task order since 2016, Amentum possesses the critical knowledge of local laws and regulations, as well as has an established relationship with the Kuwaiti Government.
Additionally, award of a new, short term competitive task order at any of the APS locations would require a 14-month lead time to conduct a competition for each APS location and for the vendor to attain FOC to ensure continuation of services during the
