About this file

This document is a Sole Source Justification for a simplified acquisition by the United States Marine Corps Marine Corps Systems Command for an organizational membership with the National Contract Management Association (NCMA).

The requirement is to renew membership for over 400 Marine Corps contracting professionals at an estimated cost not to exceed $60,000 for the period of August 1, 2024 through July 31, 2025. NCMA is the only professional organization that offers the specific services needed to advance the contracting competency, including training, certification, and information on contracting topics. As NCMA holds proprietary rights to these membership services, they are deemed the only responsible source and no other suppliers can meet the agency's requirements. The Marine Corps intends to award this sole source purchase order under the authority of FAR 13.106-1(b).
