About this file
This is a Justification and Approval (J&A) document for a sole-source procurement of scientific-grade thermal imaging equipment from Teledyne FLIR Commercial Systems Inc.
The Naval Research Laboratory (NRL), Optical Sciences Division, seeks to procure Mid-Wave Infrared (MWIR) and Long-Wave Infrared (LWIR) scientific-grade calibrated cameras with accessories from Teledyne, with delivery required by November 30, 2026. The requirement encompasses three camera categories (high-speed, high-resolution, and value models) in both MWIR and LWIR versions, along with specialized lenses ranging from 25mm to 200mm focal lengths, calibration equipment, filters, macro lens accessories, interface boxes, and three perpetual software licenses. Key technical specifications include GigE interfaces for data retrieval, electrically cooled detectors, synchronized imaging across electromagnetic spectra, onboard memory storage exceeding 512 GB for high-speed models, and high dynamic range temperature coverage from -1500°C to 1500°C. The government determined that Teledyne is the sole capable vendor because the agency operates three existing Teledyne cameras integrated into mission-critical workflows supported by proprietary Matlab and C# software architected specifically for Teledyne's data formats. Switching manufacturers would require complete software re-engineering, new calibration protocols, operator retraining, and unacceptable programmatic delays. Market research confirmed that authorized resellers cannot provide factory calibration services, which Teledyne retains exclusively. The procurement is authorized under 41 U.S.C. 1901(e)(2) and FAR 12.102, treating the requirement as commercial items valued below $9.0 million. Funding will be provided by FY25 RDT&E United States Space Force funds.

Delivery is required no later than 30 NOV 2026. The Government’s minimum needs have been verified by the certifying technical and requirement personnel. The estimated dollar value is which will be funded by FY25 RDT&E, USSF (Research, Development, Test, and Evaluation, United States Space Force) funds.
4. Statuary Authority Permitting Other than Full and Open Competition
The authority for permitting other than full and open competition is 41 U.S.C. 1901(e)(2), implemented by
FAR 12.102.
41 U.S.C. 1901 41 U.S.C. 1903
5. Rationale Justifying Use of Cited Authority the only known vendor capable of meeting the Government’s specifications and requirement needs. Teledyne has been identified as the original equipment manufacturer (OEM) capable of meeting the stringent technical requirements of Code . Code operations require synchronized high-fidelity imaging across two distinct electromagnetic spectrums: MWIR and LWIR. To maintain the scientific integrity and accuracy of Code 's mission, these cameras require proprietary, factory-calibrated Teledyne lenses. These specialized optics are matched and calibrated to the individual camera sensors at the manufacturer level to produce the precise, traceable quantitative radiometric measurements mandated by our technical standards. Non-OEM or third-party lenses lack the embedded calibration tables and manufacturing tolerances required to ensure scientific repeatability, rendering them incapable of meeting Code requirements.
Further, Code has established a mature, highly specialized imaging infrastructure based on Teledyne’s technology. The section currently operates three (3) existing Teledyne’s cameras that are fully integrated into active mission-support workflows. Over multiple fiscal cycles, Code has invested significant resources into developing, testing, and field-validating custom Matlab and C# data acquisition and analysis software applications. This proprietary software suite, alongside its corresponding processing workflows, was architected specifically to ingest and parse Teledyne’s proprietary data formats. Introducing a secondary manufacturer's hardware would break this interoperability, completely disabling Code 's automated data pipeline and immediate operational readiness.
Switching to a Non-OEM or third-party manufacturer would result in a substantial, unacceptable duplication of costs and programmatic delays. Code would be required to re-engineer and rewrite the proprietary Matlab and C# software suites to support foreign data formats, Application Programming Interfaces (API), and ); re-establish, test, and validate new data processing workflows from the ground up to ensure scientific continuity; procure entirely new sets of calibrated optics and support equipment; and retrain operator and analyst personnel on foreign hardware and software interfaces.
Furthermore, procuring this equipment through a third-party authorized reseller or distributor would result in the exclusive specialized facilities and technical expertise required to properly calibrate the equipment, any unit purchased through a reseller would immediately require secondary routing back to the OEM prior to fielding. This fragmented supply chain introduces unnecessary third-party pass-through markups and additional shipping logistics causing significant time delays that would severely impact the Government's operational timeline and readiness.
These resultant costs could not be recovered through full and open competition.
The Contract Specialist has determined through market research that the required products offered by Teledyne are commercial in nature, valued greater than the SAT, but less than $9.0 million, and as such, this action permits the use of FAR 12.201-1.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable
Market research was performed through contacting knowledgeable individuals in Government, conducting internet searches, and contacting the OEM, Teledyne. In accordance with FAR 10.001, market research was conducted to determine if sources capable of fulfilling the requirement for commercially available MWIR and LWIR scientific-grade cameras and required accessories which meet the Government’s specifications exist.
Additionally, market research was conducted to determine if the Government’s need can be met using any of the mandatory or non-mandatory sources listed at FAR 8.101 - 8.104.
conducted, it is recommended that this requirement be sole sourced to Teledyne.
In accordance with FAR 8.104, agencies are encouraged to consider satisfying requirements from or through non-mandatory sources, which includes the use of for Governmentwide use (such as the Federal Supply Schedule, Governmentwide Acquisition Contract, or other Indefinite-Delivery, Indefinite-Quantity contracts), before considering commercial sources in the open market. The Contract Specialist verified within GSA Advantage that the required items were not available via these sources. Further, the Contract Specialist verified Teledyne is not a NASA SEWP contract holder.
Following this market research, the Contract Specialist confirmed with Teledyne’s point of contact, , that they are not a GSA Schedule or NASA SEWP contract holder on 20 JUL 2026.
Extensive market research confirmed that while several authorized resellers can provide Teledyne manufactured products, none possess the capability to meet the full scope of the Government's requirement.
The Government requires a unified, single-source acquisition that includes both the products and mandatory OEM service. During the market research phase, the Contract Specialist and Technical Point of Contact (TPOC) consulted directly with at Teledyne, who verified that Teledyne retains exclusive control over the service and calibration of their products and does not utilize or authorize third-party service centers.
Consequently, the TPOC confirmed that any hardware procured through an authorized reseller would lack the requisite calibrations, rendering this as not a viable strategy. Therefore, Teledyne is the only source capable of delivering all products as well as the necessary servicing and calibration of those products as required prior to delivery as discussed herein.
The OEM is a large business and no Nonmanufacturer Rule (NMR) waiver exists under NAICS 334515.
Consequently, small business resellers are ineligible to participate under a set-aside because they cannot comply with NMR requirements (13 CFR 121.406). As a result, the 'Rule of Two' criteria under FAR 19.104- 1(a) have not been met.
7. Determination of Fair and Reasonable Cost
The Contracting Officer has determined the anticipated cost to the Government for the equipment covered by this J&A will be fair and reasonable.
8. Actions to Remove Barriers to Future Competition
For the reasons set forth in Paragraph 5, competition is not currently available for this requirement. Code routinely monitors the commercial marketplace using the internet and publications to stay informed on current state-of-the-art laboratory equipment alternatives that could be used to further work at NRL. If another potential source emerges, NRL will assess whether competition for future requirements is feasible.
In accordance with FAR 12.202(b)(1)(iii), this justification, redacted as necessary, will be made publicly available with the solicitation.
