About this file
This is a Brand Name Justification document submitted by the United States Geological Survey (USGS), a bureau within the Department of the Interior (DOI), to support a limited-source procurement.
The USGS is seeking to renew subscription licenses for BeyondTrust Remote Support (RS), specifically for three virtual appliances at the 225 Enterprise level, with an estimated contract value of $300,000. BeyondTrust RS is an enterprise-grade remote support solution that enables IT professionals to connect to and control remote systems and devices for technical support purposes. The subscription renewal includes addition of the Integration client and provides access to security patches and upgrades. The justification for limiting competition to BeyondTrust is based on the product's unique capabilities: it is currently the only remote support solution that provides both Smartcard passthrough authentication and iOS/Android device support, which are critical requirements for DOI operations. DOI mandates Smartcard authentication for all accounts and has strict FedRAMP requirements for cloud services. While three products exist that offer Smartcard passthrough functionality, only BeyondTrust RS provides remote viewing of iOS devices. The acquisition is being conducted under FAR 13.106-1 authority, with competition to be sought among resellers. The anticipated cost is considered fair and reasonable based on GSA Schedule pricing. The justification was approved by Scott W. Holmes (USGS End User Services/Customer Support Chief) and Scott Cox (Contracting Officer), with concurrence from Douglas T. Hill (USGS Bureau Competition Advocate, Acting).

BRAND NAME JUSTIFICATION
1. Contracting Agency and Activity.
The Department of the Interior (DOI), United States Geological Survey (USGS).
2. Nature of Action Being Approved.
Subscription license agreement for current BeyondTrust Remote Support (RS) licenses and addition of the Integration client.
3. Description of Supplies or Services.
Subscription renewal for BeyondTrust RS for three (3) virtual appliances, 225 Enterprise.
BeyondTrust RS is a secure, enterprise-grade remote support solution that allows IT professionals to connect to and control remote systems and devices to provide technical support.
It is used by IT service desks, help desks, and support teams to troubleshoot and resolve technical issues efficiently.
4. Estimated Dollar Value.
$300,000
5. Statutory Authority.
The proposed action may be awarded on a limited basis under the authority of FAR 13.106-1.
6. Rationale Supporting Use of Citation in No. 5.
Market research indicates BeyondTrust Remote Support (RS) is currently the only service which can provide Smartcard passthrough authentication and iOS/Android support. Without that authentication, support technicians would not be able to install software on remote customer computers. Beyond Trust RS (Bomgar) is a proprietary system and no other maintenance can be used to support BeyondTrust RS licenses. Competition will be sought among resellers.
BeyondTrust RS (Bomgar) is used by all DOI Bureaus to provide remote desktop support for employees across the United States.
7. Other Information.
None
8. The Efforts to Identify Additional Sources Including the Market Research Conducted.
RS (Bomgar) has migrated to subscription-based licenses. Maintaining active subscription licenses is required by the agreement system and provides access to security patches and upgrades. BeyondTrust RS (Bomgar) is a proprietary system and only BeyondTrust RS (Bomgar) licenses can be used. No other maintenance can be used to support BeyondTrust RS (Bomgar) licenses.
Market Research has been on going but no other services have been identified to be able to provide a secure connection between remote desktops that can provide passing of smartcard credentials, support iOS/Android, and meet DOI security requirements. DOI requires the use of smartcards for all accounts and strict rules on cloud services and FedRAMP requirements. While there are three (3) products that can provide Smartcard passthrough, only BeyondTrust RS provides remote viewing of iOS devices. Without the ability for remote support technicians to use smartcards, remote support would not be possible negatively impacting the science mission of the USGS. USGS provides remote iOS and Android support to help customers with cell phone configuration and troubleshooting.
9. Future Plans to Permit Competition.
Future requirements for same/similar items, including when the existing investment reaches end of useful life, will undergo market research, and be completed to the maximum extent practical.
10. Recommendation and Certification from Program Office.
Based on the above, I recommend this acquisition be conducted on a limited source basis. I certify that technical data which form a basis for this justification, that are the responsibility of technical, or requirements personnel are complete and accurate.
Scott W. Holmes USGS End User Services / Customer Support Chief
11. Certifications and Approval from the Contracting Officer:
a. The anticipated cost to the government is considered fair and reasonable based on GSA Schedule pricing.
b. All of the requirements of the Competition in Contracting Act, (41 U.S.C. 253), as implemented in the Federal and Interior Acquisition Regulations, have been considered in preparing this justification. This justification is accurate and complete to the best of my knowledge and belief.
