About this file
This document is a Justification for Other than Full and Open Competition for an Architect-Engineer (A-E) Construction Phase Services contract. The General Services Administration (GSA) Public Buildings Service seeks to procure a water leak study for the Hebert Building in New Orleans, Louisiana, specifically targeting investigations on the 10th Floor IRS Investigative Unit, 3rd Floor roofs, and exterior walls. The government estimates the investigation phase services at $33,253.16 and intends to sole-source the work to Pelican & Co. Construction, LLC, who was involved in the original building design and roof installation. The justification emphasizes that the chosen contractor has comprehensive knowledge of the building's roofing system and extensive documentation from previous renovation work, making them the most suitable vendor for identifying and verifying water intrusion points through detailed analysis and thermal imaging.

Background
The Hebert Federal Building currently has numerous water leaks since the prospectus project when they replaced the roof. There have been numerous attempts to patch and seal the membrane with varying degrees of success. We will be performing a detailed analysis of the exterior as well as thermal imaging of the interior to determine where the water is entering the facility.
The contractor we propose to source this work through has been involved with the installation/repairs over the years and is intimately familiar with the roofing system on this building. They have comprehensive knowledge of the roofing system and design, and were part of the team for the original design and installation.

As the original AE, we would need to start over, with extensive cost, analysis and assessments that GSA has been working for years gathering during the renovation of the building.
