ATLANTIC UNDERSEA TEST AND EVALUATION CENTER CONTRACT (AUTEC)

1. CONTRACTING ACTIVITY.
United States Transportation Command (USTRANSCOM), Directorate of Acquisition, Contract Airlift Division, (TCAQ-C), 508 Scott Drive, Scott AFB, IL 62225.
2. NATURE AND/OR DESCRIPTION OF ACTION BEING APPROVED.
This action is a modification to extend the Period of Performance (PoP) of the firm-fixed price Task Order HTC711-24-F-C005, with CSI Aviation, Inc. (CSI) from 1 October 2025 through 31 January 2026, as a three-month extension with a one-month option period. The current task order was scheduled to end on 30 September 2025 and the follow-on award was scheduled to start on 1 October 2025. A Government Accountability Office (GAO) protest was received on the award of the follow-on procurement on 29 September 2025 triggering an automatic stay of performance under the Competition in Contracting Act (CICA) on the new award. To prevent a lapse in service, the Contracting Officer executed a modification to extend the services on the current Task Order for the period noted above.
The subject services are necessary for the support of the Naval Undersea Warfare Center (NUWC) Detachment AUTEC. The cost for the additional three-month period is $ (1 October 2025 – 31 December 2025), with a one-month option of $ (1 January 2026 – 31 January 2026) to be exercised if needed. 3. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED TO MEET THE
AGENCY’S NEEDS.
The flights provided by this contract between West Palm Beach, FL and Andros Islands, Bahamas, are critical to AUTEC mission support which consists of support for research, development, testing and evaluation, as well as operational performance assessments of warfighter readiness across the full spectrum of maritime warfare. The agency needs for the supplies or services is of such an unusual and compelling urgency the Government would be seriously injured unless the agency is permitted to limit the number of sources.
4. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN
COMPETITION.
The statutory authorities permitting the use of other than full and open competition are 10 United States Code (U.S.C.) § 3204(a)(2), Unusual and Compelling Urgency, as implemented under Federal Acquisition Regulation (FAR) 6.302-2(a)(2).
5. DEMONSTRATION THAT THE PROPOSED CONTRACTOR’S UNIQUE
QUALIFICATIONS OR THE NATURE OF THE ACQUISITION REQUIRES USE OF
THE AUTHORITY CITED.
Any approach to fulfilling this requirement other than extending the PoP on the current contract, with the incumbent contractor, CSI Aviation, Inc., would result in serious degradation to the mission of AUTEC and strategic initiatives of the United States. The four-month extension period is based on established protest timelines.
6. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE
SOLICITED FROM AS MANY POTENTIAL SOURCES AS IS PRACTICAL.
Given the circumstances outlined above, competitive offers could not be solicited for this modification. The incumbent contractor is the only viable source capable of meeting the Government’s urgent requirement within the limited timeframe available, ensuring uninterrupted support for mission-critical operations.
7. DETERMINATION BY THE CONTRACTING OFFICER THAT THE
ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND REASONABLE.
The current task order (HTC711-24-F-C005) was awarded under the Worldwide Airlift Support Program (WASP) IDIQ contract using FAR 16.505, Ordering. SOURCE SELECTION INFORMATION – See FAR 2.101 and 3.104 year of the current contract. These rates were determined to be fair and reasonable at the time of the original task order award. Furthermore, these rates are lower than the rates awarded under the new contract (HTC711-25-C-E122), which were also determined to be fair and reasonable based on competition.
8. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE
RESULTS OR A STATEMENT OF THE REASONS MARKET RESEARCH WAS NOT
CONDUCTED.
Market research was conducted relating to the follow-on contract currently under protest. No additional market research efforts were conducted specifically for this action.
9. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND
OPEN COMPETITION.
None.
10. A LISTING OF SOURCES, IF ANY, THAT EXPRESSED AN INTEREST IN THE
ACQUISITION.
The current task order, HTC711-24-F-C005, was extended and will continue until the protest is completed. Three sources expressed interest in the follow-on requirement.
11. A STATEMENT OF ACTIONS, IF ANY, THE AGENCY MAY TAKE TO REMOVE
OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE MAKING ANY
SUBSEQUENT ACQUISITION FOR THE SUPPLIES OR SERVICES REQURIED.
A full and open competitive solicitation was issued for the follow-on AUTEC contract (HTC711- 25-R-C004) currently under protest. Regardless of the results of the protest, it is in the Agency’s intent to maintain a fully competitive acquisition for the follow-on contract.
