About this file
This is a Justification and Approval (J&A) document from the Department of Interior, Bureau of Land Management (BLM) Utah Salt Lake Field Office for a sole-source acquisition under simplified acquisition procedures. The document justifies awarding a firm-fixed-price purchase order to Carter-Griffin, Inc. (UEI# GL66B5UPRA77) for repairs to a government-owned Skid Steer Bobcat T770 that failed its annual inspection.
The required services include repair/replacement of track frame components (track cylinders, bushings, sprockets, rollers, idlers, and tracks) and completion of 1,000-hour service maintenance at an estimated cost of $16,333.06. The contractor was selected based on their ability to repair rather than replace the track frame (saving $16,000 compared to competitor estimates) and their proximity to the equipment's location in Fillmore, UT. A notice of intent was posted on SAM.gov on January 15, 2025, with no responses received. The contract was awarded on January 29, 2025 under solicitation number 140L5725Q0016.

JUSTIFICATION AND APPROVAL
FOR ACQUISITIONS UNDER THE SIMPLIFIED ACQUISITION PROCEDURES
This document sets forth the justification and approval as required by 13.106-1(b)(1) & (2).
1. Contracting agency and activity.
The Department of the Interior, Bureau of Land Management (BLM), Utah Salt Lake Field
Office requests the Department of Interior, Bureau of Land Management (BLM), Utah State
Office to contract on a sole source (including brand name) basis.
2. Nature and/or description of action being approved.
The Bureau of Land Management, Utah State Office, intends to award a firm fixed price, sole-source purchase order to repair or replace all parts of a government-owned Skid Steer- Bobcat
T770 that did not pass the annual inspection. The intended contractor is Carter-Griffin, Inc.
located at 90 North 400 East Delta, Delta, UT 84624, UEI# GL66B5UPRA77.
3. Description of supplies or services.
The work includes but is not limited to the track frame, replacing track cylinders, bushings, sprockets, rollers, idlers, and tracks on both sides of the machine. Per the operator’s manual, there is a need for a 1,000-hour service when reaching 2,000 hours of operation, which includes but is not limited to replacing engine oil, hydraulic fluid, brake components, gear oil and grease and replacement of all necessary filters associated with the operators manual 1000-hour service.
4. Estimated dollar value.
The estimated cost for all replacement and repair of the track system and the 1000-hour service is
$16,333.06.
5. Statutory authority.
__X__41 U.S.C. 1901 – Simplified acquisition procedures (use when the simplified procedures for purchases of property and services for amounts (1) not greater than the simplified acquisition threshold
____41 U.S.C 1903 – Special emergency procurement authority (applies when in support of a contingency operation as defined in section 101(a) of title 10 or to facilitate the defense against or recovery from nuclear, biological, chemical, or radiological attack against the United States).

6. Rationale supporting use of the authority stated in paragraph 5.
Two separate market research estimates were obtained for this requirement. The original annual inspection was completed by Intermountain Bobcat of Orem. They estimated a complete replacement of the track frame totaling more than $16,000 for just the frames, which would be above the spending limit.
The machine was then taken to Carter-Griffin, Inc. who recommended replacing much of the same parts but would be able to weld and repair the existing track frame to make it operational, saving $16,000 in costs for track frame replacements, and therefore reducing the cost to repair the system by almost half. Other authorized Bobcat dealers in the local area are part of the same parent companies, therefore these were the only two estimates obtained. The biggest difference in price estimates was due to differing opinions of what needs to be replaced versus what can be repaired.
Furthermore, the skid steer is located at 95 East 500 North, Fillmore, UT 84631. The proposed contractor is in proximity to Fillmore, Utah which minimizes government time and cost to transport the skid steer to and from the contractor’s workshop.
Carter-Griffin, Inc. is an authorized Bobcat dealer with qualified mechanic capability to complete the necessary repairs and warrant labor and parts.
7. Other information.
A public Notice of Intent was posted prior to award to SAM.GOV on January 15, 2025 for one week to allow potential sources to be made aware of this requirement and provide an opportunity to respond with comparable capabilities and service offerings. No responses were received.
8. The efforts to identify additional sources including the market research conducted.
In keeping with FAR Part 10 Market Research, multiple vendors in the nearby area were contacted by the customer, with the two who were the closest providing quotes for repair. Others were similar companies with offices in different locations. UNICOR’s schedule of services was searched, and no heavy equipment capabilities were offered or available to fulfill this requirement. AbilityOne was researched under “Equipment Repair” and there are no services offered that could fulfill this requirement. Adequate Market Research was performed, including research on SAM.gov and SBA Market Search under “Utah”, “Machine Repair” and “NAICS 811310” to locate a commercial source. The query yielded no small business sources capable of fulfilling this requirement within reasonable proximity to Fillmore, Utah.
Additional market research was conducted including obtaining quotes from several Bobcat repair shops in the nearby states, for the same materials and labor hours, with three quotes being more costly than Carter-Griffin’s proposal, and one quote from Bobcat of Rock Springs in Wyoming at $2,008.33 lower. However, this location is approximately 4.5 hours away and would result in costing the government more money due to administrative time and transportation costs. Online research for the same materials also revealed a slightly higher price than the proposed contractor’s pricing.
9. Future plans to permit competition.
There are no future plans to have an acquisition of this type in the future. If there is a similar requirement, we will strive to get multiple quotes for repair based on the expertise of each entity’s certified mechanics.
10. Program Office Certification
I certify that the facts and representations under my cognizance, which are included in this justification, and which form a basis for this justification, are complete and accurate.
