About this file
This is a Sole Source Justification for Simplified Procedures for Certain Commercial Items issued by the Department of the Air Force, Air Education and Training Command, 502d Air Base Wing, 502d Contracting Squadron at JBSA-Lackland, Texas. The acquisition seeks to establish a follow-on lease with McGrath Rentcorp (CAGE: 0PJ96) for temporary swing-space modular facilities supporting the Joint Personnel Processing Center (JPPC) at Fort Sam Houston. The estimated contract cost is $4,975,800.35 with a funding level exceeding $750K and up to $15M. The base performance period runs from June 1, 2026 through January 31, 2027 (8 months), with two optional 12-month extensions (February 1, 2027–January 31, 2028 and February 1, 2028–January 31, 2029). The required services include continued lease of modular trailers with monthly maintenance for components such as door locks, ceiling tiles, lighting, and HVAC filters, excluding janitorial services. The current lease expires May 31, 2026, necessitating the continuation to avoid mission disruption.
The justification asserts that McGrath Rentcorp is the sole appropriate source because the JPPC relies exclusively on the existing modular facilities to execute essential personnel support functions, including ID card issuance, retirement processing, and travel counseling for Army, Air Force, and Navy personnel. No alternate swing-space facilities, remote work options, or suitable work locations exist, and transitioning to a new contractor would cause approximately 220–255 days of operational downtime and 160–180 days for facility installation, resulting in mission failure affecting approximately 8,000 JBSA personnel. The Government estimates duplicate costs of approximately $1,569,500 if contractor transition occurred. A Notice of Intent was posted on SAM.gov on December 18, 2025 for seven calendar days, attracting no responsive contractors. Price reasonableness will be established through comparison to the Independent Government Cost Estimate, historical pricing from the predecessor contract, and other available pricing data per FAR 15.404-1(b). The statutory authority cited is 41 U.S.C. 1901 for simplified procedures under §9M commercial item acquisitions.
