Human Machine Interface (HMI) Computer Processor Unit (CPU)

IV. Statutory authority permitting Other than Full and Open Competition.

FAR Subpart 6.302-1 (a)(2), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

The requires the procurement of the switchgear Human Machine Interface (HMI) Computer Processor Unit (CPU) in order to support mission essential operations at Davis-Monthan Air Force Base (DMAFB). The HMI CPU is the main component between the switching gear and the generators that assists in the management of the powerload necessary to operate generators to include but not limited to; user interface manipulation, troubleshooting, generator malfunction management. The function and continual support of HMI CPU provides the sole support and acts as an interface to interface to allow power and operation of the in case of a power outage, which enables support to the weapons system without interruption to the mission.

The existing infrastructure requires repair and replacement to the Kohler generator and associated equipment. Due the proprietary nature and existing warranty, Kohler Equipment Inc. was contacted to confirm authorized vendors for repair.

Kohler Equipment Inc. confirmed all repairs to include the loading software that is proprietary are only be accessible by authorized Kohler distributors. As a result, Loftin Equipment Co. was identified by Kohler and market research results confirmed that that no other vendors within the southwest territory are authorized to repair Kohler power systems other than Loftin Equipment Co. Further, all inquiries identified Loftin Equipment Co. as the sole primary authorized distributor for Kohler Power systems in the southwest regional territory encompassing Arizona.

The requisite components are unalterable without substantial duplication of cost to replace all existing equipment, additional training on equipment, and continuity of the established system, that the Government is not expected to be recovered through competition and are therefore essential to maintain the integrity of the system. Loftin Equipment Co.

demonstrates a unique capability to provide this particular service. Therefore, in order to ensure that the Government does not incur unnecessary costs to the taxpayer due to re-engineering the system, technical training, and re-verification of product capabilities, it has been determined to be in the governments best interest to procure the Switchgear HMI CPU Assembly from Loftin Equipment Co. Under the authority of Federal Acquisition Regulation 6.302-1, and in consideration of the agency's minimum needs there is a reasonable basis to conclude that the requirement can only be satisfied due to the unique supplies or services available from only one source or only one supplier with unique capabilities, Loftin Equipment Co.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

Market research efforts were utilized to identify as many potential sources as practicable capable of meeting the requirement. In accordance FAR Part 8, a review of the mandatory sources to include the Ability One Procurement List, GSA, Justification and Approval (J&A) for Other Than Full and Open Competition

Page 3 of 3Updated: 15 Mar 16 and UNICOR were reviewed to identify any sources that could meet the customer's requirement. The results of the review of sources concluded that there were no mandatory sources that could meet the requirement. An Intent to Sole Source will be posted to the Government Point of Entry (GPE) and responsive vendors will be reviewed for their capabilities of meeting the requirement.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

Proposed price will be determined fair and reasonable in accordance with applicable Federal Acquisition Regulation procedures.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

Market research for this requirement included a review of previous acquisition history and accessing known source lists that offer services of this nature. Mandatory sources were contacted and checked; however, no vendors were found to be capable of satisfying the requirement. Several vendors were contacted to see if they can repair our failed Kohler switching gear. No other vendors within the southwest territory can repair Kohler power systems other than Loftin Equipment Co. All inquiries led to Loftin Equipment Co. as the sole primary authorized distributor for Kohler Power systems.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

Sources that have expressed interested in the acquisition at this time include; Loftin Equipment Co.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

The goal of the 355th Contracting Squadron is to utilize the most efficient and affordable services in an effort to meet the customers' needs in a timely manner. The unit is always looking for additional vendors via the Internet, previous acquisition history research, and known sources and makes a priority of developing competition to the maximum extent practicable.
