About this file

This is a Single Source Justification document for a federal contract award under simplified acquisition procedures for an amount exceeding the micro-purchase threshold but not exceeding the simplified acquisition threshold.

The Department of Veterans Affairs, VISN 15, Harry S. Truman VA Medical Center in Columbia, Missouri is acquiring ten (10) 3000 Series Analog Infrasound Sensors with shrouds and sensor calibration, plus ten (10) custom cables at 30 meters in length. The equipment will be used at the Open Field Blast Center (OFBC) blast site for infrasound data collection during open field blast detonations. The sensors will connect to the Hi-Techniques Synergy P16U-T 16-channel data acquisition system using BNC and D44 Sub Connectors to PT06E-12-8S (SR) connections. The justification document establishes that Hyperion Technology Group is the sole source capable of supplying this equipment, as they are the exclusive manufacturer and distributor of the 3000 Series Analog Infrasound Sensors based on technology licensed from the University of Mississippi National Center for Physical Acoustics (NCPA). Hyperion is the only vendor producing sensors and cables with the required connector configuration, cable length specifications, and factory calibration certificates necessary for accurate low-frequency measurements during open-field detonations. The contracting officer, Ronald Castle, certified the justification on July 28, 2026, and noted that price reasonableness determination is required in accordance with FAR 13.106-3 using the S19 Open Market (FAR 13) Award Documentation Form with Abstract.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for MPT up to SAT

Revision: 02 Effective Date: 12/30/2025 Page 1 of 2 Acquisition ID#

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the Simplified Acquisition Threshold

Acquisition Plan Action ID:

1. Contracting Activity: Department of Veterans Affairs, VISN 15, Harry S. Truman VA Medical Center, 800 Hospital Dr., Columbia, MO 65201

Department of Veterans Affairs, NCO 15, 3450 S. 4th St. Leavenworth, KS 66048

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

This request includes the acquisition of ten (10) 3000 Series Analog Sensors (plus shroud & sensor calibration for use at the Open Field Blast Center (OFBC) blast site for collection of infrasound during the open field blast detonation.

In addition, ten (10) cables at 30 meters long are requested for connection of the infrasound sensors to the 16 channel data acquisition system (Hi-Techniques Synergy P16U-T) using BNC and D44 Sub Connectors to PT06E-12-8S (SR) connection.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The required equipment is available exclusively from Hyperion Technology Group, the sole manufacturer and distributor of the 3000 Series Analog Infrasound sensors and their corresponding custom cables. The sensors are based on technologylicensed from the University of Mississippi National Center for Physical Acousitcs (NCPA), and Hyperion is the only commercial entity authorized to to produce and distribute these sensors.

Hyperion provides factory calibration certificates and manufactures the specific shround confiurations required for accurate low-frequency measurements during open-field detonations. No other vendor offers these exact components.

The sensors must interface directly with the Hi-Techniques Synergy P16U-T Data Acquisition System (DAS) currently used at the OFBC. Hyperion is the only vendor
