About this file

This document includes a justification for a single source award and notice of intent to award a sole source contract. The Department of Veterans Affairs intends to award a sole source contract to Shannon Basham LLC to provide two weekly yoga classes for veterans at the Kansas City Vet Center for a base year with four option years. The classes will be on Fridays from 11:45AM to 1:45PM. The justification cites Shannon Basham's experience working with veterans who have PTSD and TBI, as well as her ability to adjust yoga instruction for different veteran conditions and wheelchair users. Interested parties may submit capability statements by February 29, 2024 to be considered for the requirement, though the VA may choose to negotiate solely with Shannon Basham LLC if no viable responses are received. The place of performance is the Kansas City Vet Center.

3. Unique characteristics that limit availability to only one brand, with the reason no other supplies or services can be used:

Shannon Basham, LLC is the current contract holder and her business is an SDVOSB. The requirement is for teaching yoga classes for the veterans. Since many of the veterans who will be in these classes have PTSD and TBI’s, Ms. Basham is able to connect with them on different levels than what someone who is not as familiar working with veterans and these injuries. The Veterans trust her at the facility and bringing in someone new could be a detriment to any success that these individual veterans have already seen when working with Ms. Basham.

Ms. Basham has also trained with an Orthopedic Surgeon and therefore is able to better understand the different conditions that the veterans have and she can adjust her yoga to specific veterans while still instructing others in a more usual manner. She also has experience working with wheelchair bound individuals.
