3. DESCRIPTION OF SUPPLIES/SERVICES ((FAR 16.505(b)(2)(ii)(B)(3)).

There are two distinct actions that will be addressed under this modification as delineated below.

Action 1: Additional Help Desk Support The additional Help Desk Support is required due to the decommissioning of DISA Workspaces and the full integration of DISA’s DoD Enterprise Portal Service (DEPS) into the DISA workforce. DEPS is an Enterprise SharePoint 2010 service offering that will become DISA’s primary document repository and collaboration environment on 1 October 2012. It is estimated that the current Intranet Support Desk will require one (1) additional Information Technology Consultant to fulfill the increased trouble ticket workload when DEPS is implemented into the work force due to user unfamiliarity with the DEPS environment. BAH currently provides two (2) personnel to support the Intranet/SharePoint Help Desk, specifically offering Tier I and Tier II support for DISA’s Intranet Applications (e.g. Workspaces, Action Information Management System, etc.) and DEPS.

Action 2: Additional Knowledge Engineering Support

The additional Knowledge Engineering Support is required due to DISA’s transition to the DEPS. To support the new DISA Knowledge Management (KM) strategy, as approved by the DISA Director, the DISA CIO will embed Knowledge Engineers in organizations across the Agency. This determination to embed Knowledge Engineers is based upon the successful DoD Joint Staff Knowledge Engineering approach.

In addition to the new KM strategy, the DISA CIO must maintain its current support of numerous new and on-going Knowledge Management efforts including: Workspaces migration support for Program Objective Memorandum efforts; eCalendar development and implementation; EPPM integration; eCampaign supporting the Strategic Planning and Information Directorate’s efforts to deliver a web based solution that provides traceability and dynamic document development; major workspace migration support to include 146,000+ documents, links-URL resizing and permission sets; DEPS training and adoption at the Executive Levels; Workspaces migration efforts; rebuilds of the Situational Awareness Tables capability in DEPS to support legacy shutdown; eWar Release 2.0, eTask analysis and recommendation; customer facing activities to include training courses, SP Wednesday, KM COI and SharePoint Support; configuration management activities; and future activities (items brought forward as business needs via KM Community of Interest).

It is estimated that a total of eight (8) additional Senior Knowledge Management Specialists and Information Technology Consultants are required to support the new DISA Knowledge Management strategy and the increased Knowledge Management workload as delineated above.

4. IDENTIFICATION OF STATUTORY AUTHORITY and DEMONSTRATION OF CONTRACTOR’S UNIQUE QUALIFICATIONS.

The statutory authority is 10 U.S.C. 2304(c)(b). The regulatory authority permitting this exception to the fair opportunity process is at FAR 16.505(b)(2)(i)(C) – the order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order.

Action 1: Additional Help Desk Support Modification of the existing task order with BAH is the most advantageous method for the Government to add an additional help desk resource in support of DEPS. Booz Allen Hamilton’s engineers are currently providing the DEPS help desk support and are uniquely positioned with the highly-specialized knowledge base required to provide efficient and effective support during the migration from Workspaces to DEPS. Awarding this work to another contractor at this critical juncture would not only cause stoppage and unacceptable delay in the services, but would cause the Government to incur over $10,000.00 in duplication of costs associated with procurement and training for a new contractor. It is estimated that a minimum of three (3) weeks would be necessary for a new technology consultant from another company who is unfamiliar with the DISA environment to be brought up to speed.

With Workspaces decommissioning and the first push out of DEPS into the workforce on 30 September 2012, additional support is required to meet expected Tier I / II support work load as the end user community will migrate nearly 4 TB of data into DEPS to meet the DISA CIO’s deadline. The Intranet Support Desk provided by BAH will play an important role in assisting end users in using the tools available for migrating their content over to DEPS. After the decommissioning and content migration effort, it is expected the Intranet Support Desk will encounter additional Tier I / II support demands from users operating in a new collaborative environment and requiring assistance to replicate processes and file structures they had established in Workspaces. The Intranet Support Desk is expected to encounter an extensive increase in trouble tickets the first 4-6 months DEPS is institutionalized with the majority of these tickets involving coaching support to conduct basic end user activities. With this upcoming demand, it is critical to provide a staff that is familiar with the environment and can immediately provide efficient support during this transition.

Without the additional FTE, the DEPS Help Desk will not be able to respond in a timely manner to the expected increase in trouble calls, resulting in customer dissatisfaction and an adverse impact to the DISA mission. Having sufficient and qualified resources allocated to the DEPS Help Desk will result in an efficient and effective deployment of the new DEPS environment without impairing the ability of DISA’s workforce to complete their day-to-day mission.

Action 2: Additional Knowledge Engineering Support

BAH is uniquely qualified to provide the additional Knowledge Engineering Support on this task order because they have been providing Knowledge Engineering Support to DISA CIO since the time of task order award in January 2011. BAH possesses unique and highly-specialized knowledge of DISA Legacy Intranet Systems and the DISA DEPS environment they are tasked to support. To change contractors now would not be in the best interest of the Government due to the increased resources and time required to get a new contractor up to speed to the level at which the current contractor is performing. The intent of this modification is to increase the level of support provided by BAH under the existing task order by 8 FTEs. This increase in support will negate an adverse impact to the DISA mission and to meet the CIO's and Director's intent for the Knowledge Engineering efforts described in paragraph three above.

The existing contractor’s unique capabilities include highly-specialized knowledge of DISA’s DEPS environment and DISA’s Legacy Intranet Systems which will be subsumed by DEPS. BAH is tasked to integrate the capabilities of the Legacy Intranet Systems into DISA’s DEPS environment, and their unique qualifications include in-depth knowledge of DISA’s systems. The continuity of support provided via this highly-specialized knowledge is critical to the ability of the DISA workforce to conduct of the Agency's day-to-day mission.

If the existing contractor is not utilized, it is estimated that approximately $120,337.00 would be required to train and educate a new contractor. This estimate is derived by calculating the increase of eight (8) FTEs on this task order, times approximatly 20 business days of schedule slippage which would be required to bring a new contractor up to speed with the current environment and the legacy capabilities that need to be integrated into the current DEPS environment. This substantial duplication of cost represents approximately 20% of the projected cost of this modification. There would also be a significant impact on the quality of service provided to customers by a new contractor who lacks the necessary knowledge and experience in the DISA DEPS environment.

Failure to award the additional work to BAH via the existing task order would contribute to a severe mission impact and cause the DISA CIO to not be able to meet the Director’s intent for the Knowledge Engineering efforts described above.

5. COST/PRICE FAIR AND REASONABLE DETERMINATION (FAR 16.505(b)(2)(ii)(B)(5)).

The contractor’s proposal for this additional effort will be evaluated by the Contracting Officer to determine cost/price reasonableness. Additionally, the proposal will be compared with the Government’s IGCE, preestablished ENCORE II labor categories and rates, and other historical data available for similar procurement efforts. The results of the cost and technical evaluations will be used to substantiate the Government’s determination of fair and reasonable cost.

6. MARKET RESEARCH.

Market research was conducted by CIO from 30 September 2011 through 7 November 2011 for the DISA Information Technology Enterprise Support Services (DESS) requirement. The DESS acquisition, which is currently in the source selection phase, is an 8(a) competitive solicitation which will result in the award of multiple award indefinite delivery / indefinite quantity (ID/IQ) contracts. The market research for the DESS acquisition is directly correlated to the Knowledge and Information Management Support required under this modification as these tasks would fall fully within the scope of the DESS contract(s). The Government intends to utilize the DESS contract(s) to obtain the required Knowledge and Information Management services in the future; however, the DESS contract(s) are not anticipated to be awarded until the 2nd Quarter of Fiscal Year 2013.

DISA issued a Request for Information (RFI) via FedBizOpps in September 2011 with responses due in October 2011. The RFI sought to obtain information that would assist the Government in understanding the capabilities available in the IT services industry. The data resulting from this notice was instrumental in the formulation of a way-ahead for DISA to acquire experienced contractors to provide the necessary IT support services for the DISA Global IT Enterprise. Additionally, the RFI assisted the Government in determining if and/or how small business could fit into DISA’s way-ahead.

DISA received a total of nineteen (19) responses to the RFI. Of the responses, ten (10) were large businesses and nine (9) were small businesses under NAICS Code 541513 - Computer Facilities Management Services. The Government selected subject matter experts within the CIO to participate on the technical team charged with reviewing the industry submissions. The results of the Market Research demonstrated that there was a competitive market of 8(a) contractors capable of providing the required support services, to include Knowledge and Information Management Support. As a result, the DESS requirement was set-aside for Small Business Administration certified 8(a) program participants. It is anticipated that the Knowledge and Information Management services currently provided by BAH under this task order will be obtained via the DESS contract(s) in the future.

The DISA CIO performed market research specific to this action by examining the capabilities of other contractors to fulfill the requirements addressed in this task order modification. Based upon market research, it was determined that there was not adequate time to solicit, evaluate, award, onboard, train and acclimate a new contractor to the work under this modification prior to the DEPS implementation date of 1 October 2012. Furthermore, award of this work to another contractor would result in substantial duplication of cost to the Government as cited in Paragraph 4 above.

7. ANY OTHER SUPPORTING FACTS. (FAR 16.505(b)(2)(ii)(B)(6)).

None.

8. ACTIONS TAKEN TO REMOVE BARRIERS TO COMPETITION (FAR 16.505(b)(2)(ii)(B) (7)).

The existing Knowledge and Information Management Support task order, HC1028-08-D-2015-VC20, was competed via Fair Opportunity on DISA’s ENCORE II multiple award ID/IQ contract vehicle. The task order was awarded to Booz Allen Hamilton on 20 January 2011. The original award amount was $5,750,655.57 ($5,744,655.57 Labor + $6,000 Travel) for a base and two (2) option years. The base period of performance was 24 January 2011 – 23 January 2012. The Government has exercised option year 1 with a period of performance of 24 January 2012 – 23 January 2013.

As cited in Paragraph 6 above, it is anticipated that the Knowledge and Information Management services will be obtained via the DESS contract(s) in the future .

9. REFERENCE TO THE APPROVED ACQUISITION PLAN (AP) PROGRAM PLAN (PP) (DARS 8.405-6(g)(2)(S-91) & FAR 7.1).

Not applicable.
