About this file

This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for the Air Force Sustainment Center, specifically for the 408 Supply Chain Management Squadron. The requirement is to repair UP Converters and Frequency Selectable Oscillators for the AN/ALR-56M Electronic Weapon System used in F-16 and C-130J aircraft, with a projected weapon system lifecycle through 2040. The sole source is Narda Holdings, Inc., located in Hauppauge, NY, who is the Original Equipment Manufacturer (OEM) and the only vendor capable of providing the technical data package and repair services.

The contract will be a two-year Indefinite Delivery Contract with a basic 1-year ordering period and an additional 1-year ordering period. The contract is expected to be awarded with an ordering period from September 2025 through September 2027. The government attempted to purchase the technical data package from Narda Holdings, but the company declined to sell it. Market research and a Sources Sought/Request for Information posted on SAM.gov confirmed Narda Holdings as the only potential source. The total estimated contract value includes repair and test and evaluation pricing for UP Converters (NSN 5963-01-362-9731EW) and Frequency Selectable Oscillators (NSN 5955-01-362-4598EW), with a 5% escalation factor applied.
