About this file

This is a Justification and Approval (J&A) document for other than full and open competition for repair services of the Slip Ring Assembly used in the AEWS AN/FPS-117 Radar Weapon System. The Air Force will award a follow-on non-commercial Indefinite-Delivery Indefinite-Quantity (IDIQ) contract to Princtel Inc. DBA Wendon Engineering, the incumbent contractor.

The IDIQ contract has an estimated value between $750K and $15M, with a 5-year ordering period (November 2023 through November 2028) and 6 years of performance. The J&A cites Princtel/Wendon as the only source capable of providing the repair services, as they possess unique repair knowledge and technical data rights. The company declined to sell these rights to the government. Another company, Danmar Industries, expressed interest but decided not to pursue reverse engineering due to complexity and cost. The government estimates reverse engineering would take 7 years and be cost-prohibitive. The Slip Ring Assembly is a critical component providing multiple rotating connections for the radar system used by NATO and Homeland Security. A Sources Sought Synopsis was posted on SAM.gov from October 31 to November 30, 2022, with no responses received. The government will continue to post annual RFIs/Sources Sought to identify potential new sources throughout the contract period.
