About this file
This Memorandum for Record documents a limited-source procurement for the United States Army Health Contracting Activity at the Southern Command (SOUTHCOM) Health Clinic in Doral, Florida. The procurement is for four audiometric mini hearing booths from Audiometrics, Inc. at a total cost of $93,160.00, using FY25 Defense Health Program (DHP) funds. The justification for sole-source procurement stems from the need to replace two existing end-of-life audio booths with compatible equipment that will not require infrastructure modifications, staff retraining, or potentially disrupt critical medical testing procedures.
The procurement is being conducted under FAR 13.106-1(b)(1) for purchases not exceeding the simplified acquisition threshold, with market research confirming no alternative sources are available through standard government procurement channels like DLA, GSA, UNICOR, or AbilityOne. The required delivery date is September 30, 2025, and the contract will be a fixed-price arrangement. The document emphasizes that failure to approve this procurement could negatively impact patient care, medical staff morale, and potentially expose the clinic to legal and regulatory risks due to reliance on outdated medical testing equipment.

FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization.
5. Reasons for Authority Cited: Audiometrics Inc. can provide the necessary booth sizes without custom orders, maximizing the space available for expanded hearing testing services. The two (2) existing audiometric hearing booths manufactured by Audiometric’s Inc., are deemed unserviceable. Procuring an alternative system would require replacing or modifying the entire existing infrastructure, incurring significant additional costs, requiring staff training, and potentially delaying critical procedures, ultimately impacting patient safety and care.
a. Background: The four audio booths to be purchased through this effort will replace two existing audio booths and expand the capabilities for additional testing at SOUTHCOM. The two existing booths at SOUTHCOM have reached their end of life and have been determined to meet the requirement for replacement.
b. Alternatives: There are no alternative sources to procure the required Mini Audiometric Hearing Booths.
c. Impact if not approved: Failure to approve the Limited Sources Justification (LSJ) for the Mini Hearing Booths can have cascading negative impacts on patient care, potentially resulting in delayed or suboptimal treatment, increased safety concerns due to reliance on older technologies, and disparities in treatment outcomes. This decision could also negatively affect staff morale and retention if healthcare professionals feel they lack the necessary tools to provide optimal care. Furthermore, the hospital may face legal and financial repercussions, including potential malpractice claims and regulatory penalties, along with damage to its reputation and public trust if patients experience adverse outcomes due to the lack of this advanced equipment.
