About this file
This is a Department of the Air Force Justification for Other Than Full and Open Competition (J&A) document dated September 14, 2026, for a sole source contract award under the acquisition authority of 10 U.S.C. 3204(a)(3).
The contracting activity is the 49th Contracting Squadron under Air Combat Command (ACC). The acquisition involves awarding a three-month trial contract to Hadean Software, Inc. for Human Terrain AI software to support the MQ-9 training program. The contractor's suite of capabilities includes populAI (Technology Readiness Level 9) and dominAI (TRL 7), which enhance training and rehearsal by simulating real-world complexity at scale. populAI expands exercises beyond military forces to include realistic civilian populations, traffic patterns, and supporting infrastructure, creating operationally representative training environments. The software integrates with existing simulators using NATO standards, enabling continued use of legacy or platform-specific simulators while providing comprehensive mission simulation. The justification asserts the software is unique and unavailable from other sources and that the contract contemplates a demonstration to determine efficacy in improving the training environment for USAF MQ-9 pilots. The Contracting Officer Katrina Williams, Civ, DAF (katrina.williams.9@us.af.mil) certified the justification on September 14, 2026. The document indicates the dollar value bracket as exceeding $10 million but notes that market research through all federal government approved marketplaces for AI and software will continue to identify similar, comparable, or better alternatives.

I. Agency and Contracting Activity (RFO 6.104-1(a)(1)):
Agency: ACC Contracting Activity: 49th Contracting Squadron
II. Nature and/or description of the action being approved (RFO 6.104-1(a)(2)):
This document approves the award of a contract on a sole source basis to Hadean Software, Inc for a three (3) month trial of Human Terrain AI software in support of the MQ-9 training program. This justification is made on an Individual basis.
III. Description of supplies/services required to meet agency needs (RFO 6.104-1(a)(3)):
Hadean’s suite of capabilities includes populAI (TRL9) and dominAI (TRL7). populAI enhances training and rehearsal by simulating real world levels of complexity at scale. The software expands exercises beyond purely military forces to include realistic civilian populations, traffic patterns, and supporting infrastructure, creating operationally representative environments for training and rehearsal. populAI integrates with existing simulators using NATO standards, allowing continued use of legacy or platform-specific simulators while enabling a comprehensive mission simulation.
IV. Statutory Authority Permitting Other Than Full and Open Competition (RFO 6.104-1(a)(4)):
10 U.S.C. 3204(a)(3), Industrial mobilization; engineering, developmental, or research capability; or expert services.
V. Rationale for Use of Authority (RFO 6.104-1(a)(5)):
The software produced by the contractor is unique and unavailable from any other source. This contract contemplates a demonstration of this software within the current training environment to determine its efficacy in improving the training environment for USAF MQ-9 pilots.
VI. Integrated Market Analysis and Efforts to Solicit Competition (RFO 6.104-1(a)(6), (8), and (10)):
Market research through all federal government approved marketplaces for AI and software will continue to locate similar, comparable or better software.
VII. Determination of Fair and Reasonable Cost (RFO 6.104-1(a)(7)):
The Contracting Officer is responsible for evaluating, determining, and documenting the anticipated contract cost/price is fair and reasonable in accordance with RFO Subpart 15.4, Contract Pricing.
VIII. Any Other Facts Supporting the Justification (RFO 6.104-1(a)(9)):
The US Government requires the best possible training for its military. Seeking upgrades and additional improvements to that training is in the best interest of the government. The only way to determine the efficacy of this type of software is to test it in the working environment.

IX. Actions to Overcome Barriers to Competition (RFO 6.104-1(a)(11):
Market research through all federal government approved marketplaces for AI and software will continue to locate similar, comparable or better software.
