About this file
This is a Single Source Determination justification document (J&A Control Number JA26-00091) for a federal contract under Simplified Acquisition Procedures (SAP). The Bureau of Indian Affairs' A11 Western Region is seeking emergency procurement of a 100 kW generator and switch-gear replacement for the Headgate Rock Dam in Colorado River-Electrical Services. Purchase Request Number 44035718 is issued to address urgent infrastructure needs following severe damage sustained during an October 12, 2025 thunderstorm that disabled power lines and caused the existing emergency generator to fail.
The contracting officer, Melanie Schiaveto, has determined that only one source is reasonably available and has justified the single source determination based on urgency. The proposed contractor is Native American Transformer Services (NATS), located at 9190 Double Diamond Parkway, Reno, NV 89521 (phone: 916-765-6841). The justification cites the critical nature of the requirement—the dam's radial gates require electrical power to control river flow and prevent catastrophic failure—making the situation unsuitable for competitive procedures that would result in unacceptable delays. While another source was queried, it quoted more than double the price with longer lead times, rendering it unable to meet the urgent timeline. The NATS quote aligns with online market research for comparable equipment pricing. The document was digitally signed on February 12, 2026, with the contracting officer certifying the justification's accuracy and completeness.

The Parker, AZ area experienced a severe thunderstorm on Oct 12, 2025. The storm damaged power lines that feed electrical power to the Headgate Rock Dam & power plant. The existing emergency generator failed to operate placing the Headgate Dam and power plant at great risk. The dam's radial gates require electrical power to control the river flow and regulation of the Colorado River water level is impossible. The existing generator and switchgear cannot be economically repaired and must be replaced as an urgent need to prevent a catastrophic failure of the dam & power plant. This contractor specializes in power-related solutions including power generators and switch-gear. Additionally , this contractor has the ability to deliver the solution in an urgent time frame.
Another source was queried who quoted over double the price and longer lead time; thus, cannot meet the urgent need. The quote NATS offered aligns with online research of the advertised cost of the genset and switch-gear. The
