I. Contracting Activity.

II. Nature and/or description of the action being processed.
is the incumbent contractor for Grounds Maintenance at Barksdale Air Force Base (BAFB) under contract FA4608-13-D-0028, which expires 31 January 2019. The intent is to issue a single award, Firm-Fixed Price follow-on bridge action. The bridge action period of performance will be eight (8) months to extend performance through 30 September 2019 with FAR 52.217-8, Option to Extend Services, in one month periods from 1 October 2019 through 1 April 2020.
The follow-on contract source selection is currently delayed due to ongoing discussions with prospective offerers.
III. Description of supplies/services required to meet agency needs.
The current Grounds Maintenance contract is to provide non-personal services, to include all personnel, equipment, tools, supervision, and other items necessary to ensure that grounds maintenance is performed at Barksdale AFB in a manner that will promote the growth of healthy grass, trees, shrubs, and plants and present a clean, neat, and professional appearance.
IV. Statutory authority permitting other than full and open competition.

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
The justification for restricting competition is in accordance with 10 USC 2304(c)(1), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. This award will be made on a sole source basis due to the necessity of ensuring continued support of BAFB grounds maintenance requirements. We anticipate a new Grounds Maintenance contract being in place NLT 30 September 2019. Award to any other source would result in unacceptable delays in fulfilling the Air Force's requirements. The current contractor, has held the contract since 2013 and has the necessary equipment and staff on site to continue performance of this contract. The phase out/ phase in period make it unreasonable to solicit and award a new contract prior to the 31 January 2019 expiration date.
Awarding a contract to the incumbent is necessary to maintain performance of current grounds maintenance services at BAFB until the Source Selection Process is complete and a new grounds maintenance contract is awarded. 2 CES does not have the capability of providing ground maintenance services for the entire base. Accordingly, Inc. is the only firm capable of providing the services described in Section III above without the U.S. Air Force experiencing unacceptable delays in fulfilling its requirements. Thus, this acquisition will be a follow-on contract for the continued operation of Grounds Maintenance Services at Barksdale Air Force Base.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
Based on the rationale in Section V above, it is not practicable to solicit additional sources for this immediate requirement. The follow on contract is currently in Source Selection and will be awarded NLT 1 October 2019.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
Fair and reasonable pricing for the bridge contract ordering period of 1 February 2019 to 30 September 2019 will be

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
Market research was not conducted for the bridge action but was conducted for the pending Grounds Maintenance re-compete. Searches were made in the System for Award Management, and using the tools provided in the Small Business Administration Dynamic Search to find potential firms that could provide grounds maintenance/landscape service. The SBA search shows 130 eligible 8(a) small businesses in Louisiana working under this NAICS. A request for proposal was posted on FedBizOpps.gov and multiple vendors submitted proposals.
IX. Any other facts supporting the use of Other Than Full and Open Competition.
Award to a new contractor for a bridge contract would, as stated in Section V above, impact Barksdale's schedules due to the mobilization time required by a new contractor to support a short period (eight months) of grounds maintenance services. The learning curve for a new contractor on a contract of this magnitude is at least six months.
Any delay in award of a bridge contract to current contractor would create a potential mission failure due to disruption of critical grounds maintenance services such as the airfield and other mission critical areas.
X. List of any sources that expressed, in writing, an interest in the acquisition.
None
XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
The re-compete is currently in Source Selection with anticipated award NLT 1 October 2019.
