About this file

This document is a Justification and Approval (J&A) for a sole source modification to an existing contract with TECH62 INC, a Service-Disabled Veteran-Owned Small Business (SDVOSB). The modification is for Radiation Safety and Inspection Services at the York VA Community Clinic, an extension of Lebanon VA Medical Center. The contract (36C24423P0211) will be modified to add x-ray equipment services beginning November 2025, with a period of performance from September 1, 2025, to March 25, 2028, covering the current and two remaining option years.

The Radiation Safety Officer (RSO) services are highly specialized, requiring advanced expertise in radiology, nuclear medicine, radiation exposure monitoring, and radioactive waste management. The contractor will perform yearly x-ray machine inspections, review radiation exposure reports, make recommendations for equipment repairs or replacements, and ensure compliance with federal and state regulations. The modification was determined to be fair and reasonable, with the current inflation rate at 2.7%, and no expectation that recompeting would result in a better price. The award is being made directly to TECH62 INC under VAAR 819.7008 for SDVOSB sole source awards.
