About this file
This is a Justification for Other Than Full and Open Competition (J&A) document for a sole-source procurement of aviation security screening equipment.
The U.S. Immigration and Customs Enforcement (ICE), Office of Acquisition Management, seeks to procure aviation security screening equipment on a sole-source, firm fixed-price basis from Smithhs Detection for deployment at three international airports: Nadi International Airport (NAN) in Fiji, Cassidy International Airport (CXI) in Kiribati, and Faleolo International Airport (APW) in Samoa. The contractor must supply all components, installation, integration, testing, commissioning, consumables, maintenance guides, and limited manufacturer training to local aviation staff. Additionally, Explosive Trace Detection (ETD) equipment must be supplied and commissioned for passenger screening checkpoints. The delivery timeframe is twelve months after receipt of order (ARO), with contract type as firm fixed price. Funding is provided through Homeland Security Reimbursables (FY 2022, Fund Code 2N) with multi-year funding for HSI-Reimbursable. The solicitation number is 70CMSD26R000000x.
The justification cites RFO 6.103-1 (only one responsible source) as the statutory authority for noncompetitive procedures under 41 U.S.C. §3304. Smiths Detection is identified as the Original Equipment Manufacturer (OEM) for the HI-SCAN 6040 x-ray scanner and IONSCAN 600 ETD systems, with established partnerships and program management resources enabling full system integration while meeting European Civil Aviation Conference (ECAC) Common Evaluation Process (CEP) and Transportation Safety Administration (TSA) approval requirements. TSA configuration and algorithms are proprietary and cannot be deployed outside U.S. airports; GSA equipment cannot meet international requirements. Market research via a Sources Sought notice (RFI) issued April 8, 2026, confirmed limited vendor capability. The document notes that integration and compatibility issues with existing security systems could result in airport operational disruptions, passenger delays, and financial liability if the procurement is not approved. ICE will monitor the commercial marketplace for potential alternate brands in future acquisitions.
