I. Agency and Contracting Activity.
United States Air Force Academy (USAFA), 10 CONS/PKB
II. Nature and/or description of the action being approved.
This requirement is for a 5-month extension of services (1 July 2024 to 30 November 2024) of contract number FA700019CA030 for Event Support Services at USAFA in accordance with (IAW) FAR 52.217-8, Option to Extend Services. The 2-month extension is estimated under
III. Description of supplies/services required to meet agency needs.
The contractor will provide all personnel, equipment, materials, supervision, and other items and services necessary to provide Event Support to the United States Air Force Academy (USAFA). The requirement supports the Athletic Department (AD) sports events and other special events held on USAFA that require event support such as Protocol and Institutional Events. Event Support includes, but is not limited to, football games at Falcon Stadium, events at the Cadet Field House, Cadet Gym, Outdoor Sports, Parades, Special Protocol Events and Graduation along with other events held on the grounds at USAFA as defined in the attached Performance Work Statement (PWS). This service requires supervisory oversight and management of patron access to include patron/bag screening, ticket taking, ushering/crowd control, traffic/coning/signage management, parking management, Ring of Denial (R.O.D., an area of the USAFA football stadium that only vehicles with access are allowed due to Anti-Terrorism measures), oversight and access to the Falcon Stadium Press Box, and Falcon Stadium East Club. The SP shall perform Event Support within the standards of this PWS, to include performing outdoors at various times and in various types of inclement weather.
IV. Demonstration that the contractor's unique qualifications or the nature of the acquisition requires use of the authority cited above.
Contract number FA700019CA030 was awarded as a direct award 8(a) small business set aside. This requirement is an extension to the contract authorized by FAR 52.217-8, Option to Extend Services and FAR 6.302-1(a)(iii)(b).
This is in direct support of the USAFA mission to create officers of character. A key factor in maintaining status as a “world-class institution” is to provide first class event venue support, to a multitude of different venues, to all student athletes, visiting participants and staff, and the 600,000 plus patrons that visit and attend USAFA home sporting events. USAFA also has a vast array of highly visible Protocol and Institutional events which include distinguished visitors and guests. This contract requires routine support of nationally televised sporting events with in-person spectator attendance of up to 40,000 people. The services are deemed to be available only from the original source for the continued provision of services and award to any other source would result in unacceptable delays in fulfilling the agency's requirements.
Procuring a stand-alone bridge contract for five months to avoid lapse in service, would be cost prohibitive for the short time period. FAR 52.217-8 was included with the solicitation and resultant contract; however, the extension was not evaluated at time of contract award.
V. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable, including whether a notice was or will be publicized as required by subpart 5.2 and, if not, which exception under
FAR 5.202 applies.
The reacquisition will be solicited as a FAR Part 13 total 8(a) small business set aside on sam.gov. Market research has been conducted and is being formalized with an intended solicitation date of 1 July 2024. As this action is a contract extension IAW FAR Clause 52.217-8, included in the current contract FA700019CA030 terms and

VI. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
Per FAR 17.207(f), use of FAR Clause 52.217-8, Option to Extend Services, requires Contracting Officers to evaluate the FAR 52.217-8 option price(s) during the initial contract award process or accomplish a post-award J&A to meet FAR part 6 requirements. FAR Clause 52.217-8 option prices were not evaluated at the initial award process; however, the price was determined fair and reasonable based on market research for exercising Option Period 4. Further, this clause identifies that the Government may require continued performance of any services within the limits and at the rates specified in the contract. Rates may only be adjusted as a result of revisions to the prevailing labor rates, provided by the Secretary of Labor. The labor rates are governed by Service Contract Act Labor Standard Wage Determination.
This contract option to extend services for five months (1 July2024 to 30 November 2024), as exercised IAW FAR 52.217-8, Option to Extend Services, will continue services under the most recent contract rates that are specified under Option Period 4, as stated in FAR Clause 52.217-8.
VII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
When option year 4 was exercised a determination to exercise the option was completed on 22 June 2023, concluding that this contract was established with pre-priced option periods, all were determined to be fair and reasonable at the time of initial award evaluation. No significant events have occurred since the award was made that would affect schedule prices significantly. Additionally, a requisition of services may disrupt the Government's need for continuity of operations and may increase costs for the upcoming years of service. The contractor has continued to perform the requirement of this contract in a timely and satisfactory manner throughout this performance period.
Market research was previously conducted in review of the exercise of Option Period 4, which concluded that a new solicitation was unlikely to produce a better value to the Government than exercising that option period. Also, a current effort is underway to procure these services. It was identified that procuring a stand-alone bridge contract for five months to avoid lapse in service, would not be timely nor cost effective to the Government.
Therefore, to avoid an unacceptable lapse in Event Support Services, it is determined to be in the best interest of the Government to extend contract FA700019CA030 for a period of five months IAW FAR 52.217-8, Option to Extend Services.
VIII. Any other facts supporting the use of Other Than Full and Open Competition.
The current Event Support Services contract will expire on 30 June 2024, and the requirement is currently in the re-acquisition process with a anticipated award on or around 1 November 2024. In accordance with FAR 17.207, the following have also been evaluated in order to extend contract services IAW FAR Clause 52.217-8, Option to Extend Services:
1. Funds are available;
2. The requirement covered by the contract extension fulfills an existing need for Event Support Services at USAFA, and takes into account the Government's need for continuity of services and potential costs of disrupting operations;
3. After an informal analysis of prices and examination of the market, the extension of services is the most

4. The contractor, Kira Aerospace LLC, does not have active exclusions in the System for Award Management (SAM) database;
5. The contractor's past performance evaluations on other contract actions have been considered;
6. The customer concurs Kira Aerospace LLC is performing satisfactorily.
IX. List of any sources that expressed, in writing, an interest in the acquisition.
During the reacquisition process, 3 different vendors attended the Industry Days hosted at USAFA on 7-8 May 2024 and expressed interest in this acquisition. A fourth vendor has also expressed interest however, was not able to attend the Industry Days
This requirement is an extension to the contract authorized by FAR Clause 52.217-8, Option to Extend Services, a term of the contract. As this action is a contract extension IAW FAR Clause 52.217-8, included in the current contract FA700019CA030 terms and conditions, no other sources were solicited for this five month extension of services.
X. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisitions for the supplies or services required.
A reacquisition request for proposal is intended to be posted on sam.gov as a small business 8(a) set aside from 1 July 2024 to 30 July 2024 for maximum competition.
XI. Certification by the Contracting Officer.
