About this file
This is a Justification and Approval (J&A) document for a sole source procurement by the Department of Veterans Affairs.
VA San Diego Healthcare System seeks to procure Stryker stretcher bed covers under a new firm-fixed-price contract through Network Contracting Office (NCO) 22. The requirement includes top and bottom stretcher covers (part numbers 2872040500 and 2872001001) with an estimated total contract value that is redacted in the document. The procurement is justified under 41 USC §3304(a)(2) for unusual and compelling urgency due to posted patient-safety alerts requiring immediate corrective action. Without replacement bed covers, medical beds at the facility may need to be removed from service, potentially leading to hospital-associated infections, patient tissue degradation, patient death, reduced bed capacity, and disruption of patient care delivery. Verbal authorization to proceed was provided on September 23, 2026. The contracting officer determined anticipated costs are fair and reasonable based on market research comparing OEM pricing to publicly available commercial prices, finding the OEM pricing materially lower due to manufacturer discounts. The only source identified is Stryker Sales, LLC (dba Stryker Medical), UPIN UJPNLN1M18B3, located at 3800 East Centre Avenue, Portage, Michigan 49002. For future acquisitions, the agency commits to improving advance planning and conducting updated market research to determine availability of authorized distributors or alternative compatible products.

DEPARTMENT OF VETERANS AFFAIRS
Justification and Approval (J&A) For
Other Than Full and Open Competition (>SAT)
Acquisition Plan Action ID: 36C262-26-AP-9771
1. Contracting Activity: Department of Veterans Affairs, Network Contracting Office
(NCO) 22 in support of VA San Diego Healthcare System located at 3350 La Jolla Village Drive, San Diego, CA 92161 under purchase request 664-26-4-056-3682.
2. Nature and/or Description of the Action Being Approved: The Department of Veterans Affairs San Diego Healthcare System has an urgent requirement to procure Stryker stretcher bed covers under a new firm-fixed-price contract. The facility currently utilizes Stryker bed stretchers, and purchasing bed covers from the same manufacturer is necessary to maintain the existing stretcher warranty. The estimated total value of this requirement is . Due to urgency, verbal authorization to proceed was provided on 9/23/2026.
3. Description of Supplies/Services Required to Meet the Agency’s Needs: The Department of Veterans Affairs San Diego Healthcare System requires the acquisition of Stryker stretcher bed covers to replace existing stretcher mattress surfaces currently in use throughout the facility. The requirement includes of top and bottom stretcher covers (part number 2872040500 and 2872001001), with a total estimated value of
4. Statutory Authority Permitting Other than Full and Open Competition:
( ) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per 41 USC §3304(a)(1) as implemented by
RFO 6.103-1;
(X) (2) Unusual and Compelling Urgency per 41 USC §3304(a)(2) as implemented by RFO 6.103-2;

5. Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): VA San Diego Healthcare System has an unusual and compelling requirement to procure stretcher bed covers in order to address a posted patient-safety alert and maintain compliance with applicable patient-specific standards.
Without these bed covers, medical beds at the facility may need to be removed from service, as could lead to hospital-associated infections, patient tissue degradation, and even patient death. Removal of these beds from service would ultimately reduce available bed capacity and potentially disrupt the delivery of patient care. Since this safety concern requires immediate corrective action, competing the requirement or seeking alternative sources could result in additional beds being placed out of service, creating unavoidable operational and patient-care risk. Immediate procurement of stretcher bed covers is therefore required to restore and maintain compliant bed availability and support the facility’s obligation to provide care to Veterans.
6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as possible (including whether a notice was or will be publicized as required by RFO Part 5 and, if not, which exception under RFO Part 5 applies): Since this acquisition is being conducted under the authority of RFO 6.103-2 (unusual and compelling urgency), the Government is permitted to limit consideration to the only source capable of meeting the immediate requirement. The original equipment manufacturer (OEM) has resources to immediately ship required stretcher bed covers. Publicizing the requirement would not be practicable and would delay award, thereby prevent timely corrective action and impend the facility’s ability to maintain compliant and safe patient-care equipment. Verbal authorization to proceed was provided on 9/23/2026, in accordance with RFO 6.103-2(d) due to the immediate need to address the issue and avoid further operational impact.
7. Determination by the CO that the Anticipated Cost to the Government will be
Fair and Reasonable: A brief market research review was conducted using publicly available online sources to identify commercial pricing for the required stretcher bed covers.
Because the OEM pricing is materially lower than the publicly advertised commercial prices and reflects manufacturer discounts directly applied to this procurement, the total anticipated cost is determined to be fair and reasonable.
8. Description of the Market Research Conducted and the Results, or a
Statement of the Reasons Market Research Was Not Conducted: The Small Business Administration (SBA)’s Small Business Search (SBS) query identified 1,338 SDVOSBs and VOSBs registered under NACIS code 339113. Further market research was not conducted since the safety concern requires prompt corrective action. Seeking alternative sources or competing this requirement could result in additional beds being taken out of service, creating unavoidable operational and

Acquisition ID#: 36C262-26-AP-9771 patient-care risk. Immediate procurement of stretcher bed covers is therefore required to restore and maintain complaint bed availability and support the facility’s obligation to provide care to veterans.

None
10. Listing of Sources that Expressed, in Writing, an Interest in the Acquisition:
Stryker Sales, LLC (dba Stryker Medical)

11. A Statement of the Actions, if any, the Agency May Take to Remove or
Overcome any Barriers to Competition before Making subsequent acquisitions for the supplies or services required: For future acquisitions of stretcher bed covers, the agency will improve advance planning to allow sufficient time for a competitive requirement. The agency will also conduct updated market research to determine whether authorized distributors or alternative compatible products become available. No additional actions are planned at this time because the current acquisition is a one-time urgent requirement.
