I. Contracting Activity.
FA6712 - 911th AW/MSG/PK
II. Nature and/or description of the action being processed.
Modify Tabs B, C, D & G of existing (FA6712-17-C-002) Base Operating Service contract to support change of mission from C130 to C17 airframe at Pittsburgh ARS, PA. Modifications include change in work hours from 0730-1600 to 0730-2300. Due to mission gain additional workload data has increased in sections mentioned above, which increases overall scope. Increased sections include; aircraft parts store (Tab B), aircrew pick up/vehicle recovery (Tab C), passenger and cargo movement (Tab D), and fuels operational support (Tab G). There are no additional or new operations being added to contract, only workload data and hours. The previous C130 mission at Pittsburgh only required hours of operation until 1600 during the week. The new mission gain requires flying hours to extend to 2300 hours. The modification is determined to be within scope of the current contract due to the fact that there is no new/ different work as a result of this modification, only adding a second shift.
III. Description of supplies/services required to meet agency needs.
As a result of the additional shift, workload for Tab B (CLIN 2002) Materiel Management will increase by 3640 hours, Tab C (CLIN 2003) Vehicle Management will increase by 3640 hours, Tab D (CLIN 2004) Traffic Management will increase by 3640 hours, and Tab G (CLIN 2011) Fuels Management will increase by 7280 hours to support C17 mission requirements.
IV. Statutory authority permitting other than full and open competition.

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
BOS contractor is already in place and performing support functions in four tabs (B, C, D, G) that require a modification due to increased workload as a result of C130 to C17 conversion resulting in the need for a second shift. Organic resources (reservist) are unavailable for this action. It would be impossible to add a second contract without creating conflict between two companies performing the same scope of work. Additionally, a second contract would duplicate costs for the government. The increased workload is within the scope of the current contract.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
Additional workload and change in work hours are due to C17 aircraft conversion. FAR Part 15 will be used to determine fair and reasonable price determination as compared to the IGE.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
Market research determined that adding an additional contract would not be possible for reasons stated in section V.
Having the current BOS contractor perform this additional work is a smart business decision ad duplicative costs are avoided as well as potential conflict having two contractors performing the same services.
IX. Any other facts supporting the use of Other Than Full and Open Competition.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
This action will be in effect to cover the additional workload until a new solicitation for similar services can be solicited as full and open competition to provide other firms the ability to bid.
