The CADENAS licenses and catalog listed below are the only CAD solutions that can be deployed behind the Army's firewall and integrates with the Windchill-based Product Lifecycle Management (PLM) system that exists with DEVCOM today. The ASME, SAE and AIA/NAS catalogs provide access to Standard Development Organizations (SDOs content common to engineering within the Aerospace and Defense Sectors. Designing to the standards set by these organizations ensures parts used on military systems are designed to perform in high-stress environments. CADENAS is the exclusive authorized provider of the CADENAS licenses and the AIA/NAS Digital Fastener Catalog and the SAE Digital Fastener Catalog.
CADENAS licenses and catalogs will assist with the implementation of a part management program, allow the government to establish a library of preferred and

CADENAS provides capabilities to integrate parts content within the existing DEVCOM Windchill-based PLM system with industry catalogs to conduct enterprise search. PARTsolutions will allow DEVCOM to locate Military Specifications (MILSPEC) hardware using the procured catalogs and generate 30 geometry with associated part metadata to be saved back existing Windchill PLM environment using defined CAD templates. PARTsolutions geometric and non-geometric searches will allow DEVCOM to perform similarity analysis to identify and address duplication of the extisting part inventory within the DEV COM Windchill PLM system. Through Market Research the government identifies multiple products providing general functional capabilities to search and generate 30 CAD geometry for industry parts. However, these products relied on their user community to generate the 30 geometry with no validation to ensure the correctness to the model.

4. Authority Cited: 41. U.S.C. 1901, as implemented by Federal Acquisition Regulation (FAR) 13.501 (a)(1 )(ii), Sole source under the simplified procedures for certain commercial items.
5. Reason for Authority Cited: As described in FAR 13.501(a)(1)(i), the contracting officer may conduct sole source acquisitions only if the need to do so is justified in writing and approved at the levels specified in FAR 13.501(a)(2). CADENAS is the only responsible source available to provide the requested supplies and services. All other commercially available products rely on the use of their respective community-base to generate 30 geometry, and do not utilize a validation process to ensure correctness of the geometric model. Further, CADENAS is the exclusive authorized provider of the following catalogs:
CADENAS is the exclusive authorized provider of the following industry standard 30 CAD catalogs:
• AIA/NAS 30 CATALOG
In partnership with the AIA and Accuris, CADENAS is the single exclusive creator and provider of the NAS 30 CAD catalog. The NAS library is a set of over 1400 active standards managed by the AIA. One of the sets of standards focuses on the development and maintenance of component specifications known as the

NAS parts library. The NAS parts library contains specs for parts designed for use in high-stress environments.
• SAE International AS 3D CATALOG
In partnership with the SAE, CADENAS is the single exclusive creator and provider of the 3D CAD catalog for the National Aerospace Standards. The SAE Aerospace Standard (AS) library is a set of aerospace standards managed by SAE International and sold exclusively by CADENAS. SAE AS represent over 8,500 active standards. The AS standards are designed by engineers for use in high-stress environments. SAE International AS standards ensure parts used by engineers in mobility applications and high-stress environments won't fail when it counts. The SAE AS standards contain a wide variety of materials including documents on practices, processes, and 2D/3D part data.
CADENAS is the exclusive authorized provider of the CAD design software and CAD catalogs necessary to accomplish the Parts Standardization and Management Committee goals.
6. Efforts to Obtain Competition: ACC-RI shall publish the notices required by FAR
5.201. Due to the fact that this is a sole source action , effective competition is not applicable.
7. Actions to Increase Competition: As technology advances and capabilities change, market research will be conducted for Parts Management and CAD Geometry Software.
DEVCOM ePDM will continue to review and monitor whether other vendors obtain more qualified software in the future.
8. Market Research: In accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 205.205-71, DFARS 206.302-1 (d), and DFARS Procedures, Guidance and Information 206.302-1 (d), DEVCOM prepared and posted a request for information (RFI) (# 496175) to Computer Hardware, Enterprise Software and Solutions (CHESS) on June 10th , 2024, in an attempt to increase competition. The RFI was submitted to Information Technology Enterprise Solutions - Software two (ITES-S\/\/2) vendors and requested information based on the following criteria:
• The ability to provide licensing and information technology support for CADENAS and e-CATALOGsolutions.
