OFOC SOP Revision 11 Page 2 of 3 Original Date: 03/22/11 Revision 11 Date: 02/11/2021 in accordance with Only One Responsible Source (FAR 6.302-1) – Brand name. The requirement is a follow-on contract for continued replacement and upgrading of the highly specialized equipment. If limiting competition not utilized it will be a substantial duplication of cost to the government that is not expected to be recovered through full and open competition and will result in unacceptable delays in fulfilling the agency’s requirements.
The Memphis VAMC proposed action is to install the Rauland Nurse Call that wil support the newly installed Vocera system. Currently, Memphis VAMC have the Zettler Nurse Call that is obsolete with no repair parts available, and wil not work with the Vocera. Currently, Memphis VAMC have installed the Rauland Systems in all areas except the bed tower. Replacing and upgrade the nurse call system will also eliminate the need for the operators to monitor two systems. This requirement is a continuation of implementing the Rauland Nurse Call System throughout the entire complex.
Replacing and upgrading the nurse call system to Rauland is essential to the Government’s requirements, thereby precluding consideration of a product manufactured by another company.
6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: Market research was conducted, details of which are included in the contract file. To meet the VA Rule of Two, a review of the Vendor Information Pages (VIP) database in accordance with VAAR Class Deviation 810.001-70 to determine if two or more service-disabled veteran-owned businesses (SDVOSBs) and veteran-owned small businesses (VOSBs), in the appropriate NAICS code, are listed as verified in the VIP database. This effort did yield additional sources that can potentially meet the Government’s requirements.
A solicitation was posted SDVOSB set-aside to NASA SEWP on 5/11/2021 and cancelled on 5/26/2021 due to requirement clarification. A sources sought synopsis 36C24921Q0392 was issued 6/22/2021 and closed 6/24/2021; one (1) response were received from a SDVOSB. Rauland provided a SDVOSB authorized distributor. Procuring other that the requested system would allow VA to use other manufacturers would not be cost effective.
7. Determination by the CO that the Anticipated Cost to the Government will be Fair and
Reasonable: IAW FAR 13.003(g) (2), the Contracting Officer (CO) intends to use an applicable procedure in FAR 15.404-1(b)(2)(ii), to ensure that the quoted pricing will be determined fair and reasonable based on competition, comparison to historical prices paid for similar supplies/equipment and the IGCE.
