About this file
This is a Justification and Approval (J&A) for Other Than Full and Open Competition issued by the Missile Defense Agency (MDA) under the Department of War.
The MDA is procuring four (4) TLD ACU-808-DUP 150-Ton Diesel Powered Trailer Mounted Commercial Flight Line Air Conditioning Units for an estimated total contract value of $1.34 million ($317,065.30 per unit). The procurement will be executed through the General Services Administration (GSA) Federal Supply Schedule (FSS) contract GS-30F-0030X with Aero Specialties, Inc. (CAGE Code: 0T652), an Other than Small Business contractor. The ACU-808 is required to maintain environmental control temperatures between 60–80 degrees Fahrenheit and humidity between 30–80% to optimize performance during the MDA's missile defense flight test missions. The justification for sole source procurement is based on the ACU-808's unique Air Transportability Test Loading Activity (ATTLA) certification, which is mandatory for flight transport and operational requirements, and the absence of alternative units meeting both ATTLA-certification standards and mission specifications. Market research conducted from January 2026 to April 2026 included a comprehensive GSA database search and an RFI issued to 110 contractors on April 21, 2026, which closed April 28, 2026. Only one response was received from CD Mechanical, Inc., which proposed an alternative unit lacking the required ATTLA-certification and was deemed technically unacceptable. The prior MDA ACU-808 procurement (GSA FSS Order HQ0147-18-F-0015) was awarded December 5, 2017, to Aero Specialties under sole source authority for $860,010.68. The current acquisition requires fair and reasonable pricing verification through formal quotation and cost analysis, with certified cost or pricing data waived due to the anticipated contract value below the threshold.

2. Nature and Description of the Action Being Approved (RFO 6.104-1(a)(2)).
The MDA has a requirement for the purchase of four (4) ACU-808-DUP-150 Ton Diesel Powered Trailer Mounted Commercial Flight Line Air Conditioners (ACU-808), manufactured by TLD. The General Services Administration (GSA) has a contract (GS-30F-0030X) with Aero Specialties, Inc (Cage Code: 0T652); Other than Small Business (Aero Specialties) that includes the ability to order ACU-808 units. The MDA utilizes the ACU-808 for because it is the Air Transportability Test Loading Activity (ATTLA) certified Air Conditioning Unit (ACU) capable of meeting mission requirements. The ACU-808 holds the required certification for use which is essential to operational success.
As set forth below, based on market research, no other ACUs of this capacity are currently known to meet both the ATTLA-certification standards and the MDA’s operational needs and requirements. Therefore, the MDA is limited to the procurement of the ACU-808. The MDA intends to fulfil this requirement though placing an order against the GSA Federal Supply Schedule (FSS).

Through market research outlined in Section “8”, the MDA is aware of other ATTLA and non-ATTLA certified units, however, the MDA is not aware of any that are ATTLA certified and can achieve the required environmental specifications. Ensuring the required environmental control temperature and relative humidity range are achieved and maintained, optimizes the Target’s performance during mission execution which is vital to test the Missile Defense System.
6. Efforts to Obtain Competition (RFO 6.104-1(a)(6)).
The Government's primary objective is to foster maximum competition, however, the ability to do so is currently limited in support of mission requirements.
A comprehensive search of the U.S. General Service Administration library was conducted using multiple keyword combinations including “808 ACU”, “ACU”, and “Air Conditioning Unit”.
The sole offeror resulting from the query with the required product was “Aero Specialties”, which is listed on the TLD website as a partner and was used on the prior MDA ACU-808 procurement in 2017 under GSA FSS order HQ0147-18-F-0015.
Additionally, the MDA issued a Request for Information (RFI) through GSA to determine if there were other capable vendors available and interested in this opportunity. The RFI received one response by CD Mechanical, Inc. that was determined to be technically unacceptable because the proposed ACU failed to meet the criteria specified in the requirement. Specifically, CD Mechanical, Inc’s ACU is not ATTLA-certified.
Notices required by RFO 5.201 Solicitation notice shall not be posted per the exception of RFO 5.101(b)(iv), “Is an order issued under a requirements contract, a task order contract, or a delivery order contract.”
7. Determination of Fair and Reasonable Cost (RFO 6.104-1(a)(7)).
