About this file
This is a Brand Name Justification document for a firm-fixed-price procurement of Stryker surgical tools under simplified acquisition procedures for commercial items.
The Department of Veterans Affairs, Network Contracting Office (NCO) 15, is procuring Stryker System 9 powered surgical tools and associated accessories for the St. Louis Health Care System (VISN 15). The Purchase Request Number is 657-26-2-8543-0066, and the Acquisition ID is 36C255-26-AP-1482. The acquisition includes Stryker System 9 handpieces, TPX handpieces, CORE 2 console, batteries, sterile battery chargers, drill attachments, chucks, collets, sterilization containers, and related accessories. Competition is restricted under RFO 12.102(b) based on a determination that only one responsible source exists and no other supplies or services will satisfy agency requirements. The VA St. Louis Health Care System currently operates Stryker-powered surgical systems for orthopedic, cardiothoracic, ENT, and other procedures, and requires these System 9 tools to replace obsolete System 6 and System 8 equipment that has reached end-of-life. The justification emphasizes that Stryker System 9, TPX, and CORE components are proprietary and manufactured exclusively by Stryker, and that transitioning to non-Stryker systems would require replacement of compatible accessories, sterilization containers, batteries, chargers, and surgical attachments, along with staff retraining and protocol development. The contracting officer determined fair and reasonable pricing through comparison to an Independent Government Cost Estimate using market research of historical pricing from similar scope contracts. The document includes certifications from the Acquisition Utilization Specialist, Contracting Officer Veronica Flores, Director of Contracting Andrew J. Raiber (CPCM), and the VHA Advocate for Competition and RPO HCA Review, with final approval from Daryl A. Berg, Executive Director of RPO Central and Head of Contracting Activity. The effective date is December 30, 2025, and this is Revision 02 of the document.
