Lolo National Forest East Zone Stocking Survey
Each stand inspected within a block will be partially assessed for quality based on the cover sheet score.
For example, 100 plots collected, 25 plots were measured for QC, the Government checked 10 plots for QA. Two stands were selected by the COR for QA. Each of the cover sheets were scored separately then the Quality percentage determined for both. Stocking Exam and Cover sheet Data. For the 2 stands, 2 points deductions were made on stand one and 6 on stand 2, for a quality percentage of 92%.
c. Reforestation Quick Plot Survey. Items on the quick plot survey fonn will be assessed and scored.

From the Contractor's Reforestation Quick Plot Survey form, one point will be deducted for each data entry that falls outside of the accuracy standard tolerances listed above. An applicable column left blank, incorrectly filled in, or a non-applicable column filled out will count as an error. The points deducted will be totaled. This total will be subtracted from the total number of plots on the Government Inspection Survey fonn for the number of correct plots. The number of cmTect plots will be divided by the total number of plots to detennine the percent quality of work for the reforestation quick plot survey.
For example in the 2 stands in our example, in stand 1 we measured 4 plots and stand 2 we measured 6 plots.
Stand 1 had 3 correct items out of a total of 4 plots. Stand 2 had all 6 plots correct. The quality percentage of the 10 plots is 9/10 = 90%
For Quality Control and Quality Assurance, stocking exam cover sheet data will comprise 50% of the total quality percentage and the reforestation quick plot survey data 50%. All stands that have plots QC and QA inspected will also have their respective cover sheets inspected based on all contactor plots taken in the stand; however, if any plots with errors outside of acceptable tolerances are noted by, the corrected plot data will be used in the computations on the cover sheet.

2. The Government inspector or COR will monitor the Contractor's accepted Quality Control Plan (QCP).
The Contractor may be put on notice of non-compliance (or other contract action taken) for failure to abide by Contractors QCP and the Stocking Survey Scoring System.

Stocking Survey Scoring System
I. Dete1mination of Acceptable Work. Two procedures shall be used for determination of acceptable or unacceptable work.
1.1 Pass-Fail check of specified standards and procedures.
Stands that are deficient in the following specifications and procedures are considered unacceptable on a "Pass-Fail" basis and shall be returned to the Contractor with entire block for rework.
a. Stand record sheets, which are illegible or have missing entries.
b. Stands having less plots than the Contractor proposed sample intensity.
c. Stands where a plot is outside the stand boundary.
d. Stands where a plot center cannot be located or is not marked as required (E- 3 Performance Summary)
e. Stands where plot locations do not equally sample all portions of the stand (uniform and unbiased plot locations)
f. Stands which have errors where the point deduction value is listed as "Unacceptable".
1.2 Tolerances and standards for Quality Control and Assurance
a. Plot Location. The ground location of the installed plots must be easily locatable by the Contracting Officers Representative (COR) according to the Contractor's proposal. If the reference points and plot locations for any stand are not easily locatable the entire block will be returned to the Contactor for rework.
b. Stocking Exam and Cover sheet Data. Items on the cover sheet will be assessed and scored.
